Calls for Donations Met With Suspicion

After devastating rainfall, Beijing officials are asking the public for donations. By contrast, the public seems to be less in the mood for government fundraising. Across micro-blog boards, there's a feeling of mistrust. Many accuse officials of wanting to pocket the money. One victim in Shidu County wrote, "We received some emergency food, like bananas, eggplants, and potatoes, and that's all...before we common people get anything, all the money has already taken by government officials." Another blogger going by the name "Victim Maomao" said, "I'll definitely give not even a penny to the government!!!! If there really is need of money, I'll give it directly to the victims in person." Its official media suddenly announced on July 25 that Beijing mayor Guo Jinlong and his deputy resigned from their posts. The news, however, did not tell the reason for their resignations, nor did it mention if the resignations included their Party posts. Commentators say the news was intended to mislead the public. Guo Jinlong was recently appointed as Beijing Party chief. According to CCP convention, Guo should have already resigned from the Mayoral post after being given a new party position. South Korean Activist Tells of Abuse in China

On Wednesday a South Korean human rights and democracy advocate said Chinese security detained him on March 29 on charges of threatening state security. Kim Young-hwan and three other activists arrived back in South Korea on July 20 after being detained over three months in China's Dalian city. At a news conference in Seoul, Kim Young-hwan said North Korea was involved in his arrest. [Kim Young-hwan, Human Rights Activist]: "The Chinese Public Security authorities told me North Korea's State Security Department suspected plans of kidnapping or terrorism by an activist, so they had to arrest us to prevent that." Kim was offered release under two conditions. He rejected both. [Kim Young-hwan, Human Rights Activist]: "First, they wanted me to admit that I had broken Chinese laws. Second, they wanted me to promise that I won't say anything about the harsh treatment by the Chinese authorities if I go back to South Korea." Two Tiger Cubs Fight For Survival

Just four days after birth, these two adorable tiger cubs, Wei Wei and Ming Ming, fell gravely ill. Unfortunately, this kind of thing is not uncommon. They were born two months ago in captivity at the Guiyang Forest Wildlife Zoo, in China's southwest Guizhou province. Part of a litter of 20, Wei Wei and Ming Ming were the only survivors. After they got sick, feeders were forced to remove the cubs from their parents for intensive care. [Fan Changda, Manager Guiyang Forest Wildlife Zoo]: "They will go back to their parents when they are three years old and weigh 100 kilograms. We feed them with milk when they are less than 45 days old, and we fed them with beef after that." Their plight is an unfortunate part of being an endangered species. Wild South China tigers are rare. There are less than 200 remaining in captivity, and research shows that a single male tiger fathered almost all of them. The present captive South China tigers are all inbred. Newborn tiger cubs often don't survive. If they do, they're usually physically weak and suffer from health problems, as is the case with Wei Wei and Ming Ming. When a species becomes endangered, it means a smaller breeding population and a huge decrease in genetic diversity. Complaint Filed to World Trade Organization over China Rare-Earths

A panel has been set up by the World Trade Organization to investigate China's limited exportation of rare-earth elements. The request was made by the United States, European Union and Japan. Seventeen rare-earth elements are used in the making a wide range of products, from smartphones and tablet PCs to weapons and hybrid cars. China currently supplies 95 percent of the world's rare-earth supply, but has capped its exports with quotas. And since the quotas have been put into effect, global suppliers have been looking elsewhere to come up with the valuable elements, including in Canada, the US, Australia and South Africa. Beijing has defended the move, saying the mining of rare-earths is harmful to the environment, but opponents say it's to give Chinese companies an unfair advantage in their access to the materials. If the World Trade Organization sides with the US, EU and Japan, China may need to amend its policies and give foreign companies better access to the rare-earths. The US, EU, and Japan filed another complaint back in March with the World Trade Organization over the same issue. They say the current restrictions break free trade agreement rules. After Saturday's deluge paralyzed China's capital, Beijing is bracing for more. The city's meteorological bureau issued a yellow alert on Wednesday, warning of more rain to come. Authorities were earlier criticized for failing to properly notify Beijing residents of the torrential rain over the weekend. Locals are also angry over the city's poor drainage system that turned many streets into rivers. The additional rain forecast from Wednesday to Thursday would add around another two inches, according to State-run Xinhua News Agency. The yellow alert is the third of the city's five-level scale. It covers several districts including Fangshan -- one of the areas worst hit during the weekend.
