Four workers in a "ghost-money" factory in Huilai county of Guangdong province, suspected of making fake banknotes, have been charged with counterfeiting offences by the local court two months after police discovered the factory.

The fake bank notes represented 80 million yuan ($ 12.5 million) at face value.

One of the suspects, identified by the authorities as Shi, is a former employee at a printing factory. After more than 10 years working in printing, Shi discovered a unique way to forge currency.

According to Shi, it took the counterfeiters only 7 to 10 days to make the fake banknotes. Shi and his partners disguised the factory by covering the walls and roof of the room with blankets and building materials to control the noises.

Police said they discovered the factory's location a week before the counterfeit banknotes were forged.

Expo encourages students' scientific innovation

Students' scientific thinking and innovative capabilities should be cultivated throughout daily study and life, according to educators at the 2012 International Youth Science and Technology Expo.

The four-day event, which concluded on Tuesday, was held by Shanghai Municipal Science & Technology Commission and Shanghai Municipal Education Commission.

Improving science and technology education and cultivating students' innovation capabilities was the primary goal of the event.

The expo attracted more than 200 students and teachers from 14 countries and regions.

Displays at the expo dealt with themes such as climate change, sustainable development, environmental protection and public security.

Student from Shanghai Dajing High School showed emergency fire extinguishing facilities for buildings, said to be able to go into action within 10 seconds. The project has been awarded a national-level patent.

Students from Mexico showcased an earthquake alarm made from recycled materials.

"The device is very simple and environmental. It's widely used among families in my hometown," said Javier Cantu, a student from Sayula High School.

Students from LG Global School from South Korea showed a Smart Eco Car, which operates with a wireless electromagnetic power transfer system.

Similar projects were displayed during the two-day public exhibition on July 21 and 22 at Shanghai Exhibition Center, which attracted more than 10,000 students and parents.

"Allowing children to get close to nature and love the environment is a means of scientific education. In this way, they can learn how to make the world a better place," said Cao Zhiwei, a professor from the School of Life Sciences and Technology at Tongji University.

Zhou Huchen, a researcher from the School of Pharmacy at Shanghai Jiaotong University, said: " Scientific research not only needs the accumulation of knowledge but also requires the cultivation of thinking abilities."

"Though education authorities have long called for raising students' scientific knowledge and innovative capabilities, students are still dogged by piles of homework and endless tests," said a middle school teacher surnamed Chen, who brought her 11-year-old son to the expo.

Education should go beyond the restrictions of the classroom and textbooks, and give students enough space to think and learn outside the classroom, she said.

In addition to the public exhibition, a contest was also held as part of the expo, in which students were required to design an island on the sea. The island model should be able to hold a certain number of people, and be equipped with life-support facilities and a traffic network.

The contest aimed to show students' wisdom and vision in building a sustainable environment, according to its organizers.

Panchen Lama calls for stability

LHASA - A spiritual leader of Tibetan Buddhism on Tuesday called on monks to promote social stability in Tibet.

"If a person does not protect social stability, he is not fit to be called a man of religion," said the 11th Panchen Lama, who met with leaders of Tibet autonomous region in his Lhasa residence on the second day of his visit to the city.

The Panchen Lama said it is both the "basics" and responsibility for a religious person to help people do good deeds, and promote harmony and social development by religious preaching.

"And religious people should abide by the laws and religious code of conduct themselves," he added.

The Panchen Lama's words came after several of China's Tibetan areas reported self-immolation cases in recent months, most of which involved people from the monasteries.

Nevertheless, the senior lama said Tibet and Tibetan Buddhism are in their prime time of development and he in particular applauded the government's efforts to expand health insurance and social security coverage to all monks and nuns in Tibet's monasteries.

He urged monks to appreciate what they have now and do more to safeguard social stability.

The Panchen Lama began this year's Lhasa visit on Monday. He visited Jokhang Temple -- the most revered monastery in "holy city" Lhasa -- on Tuesday, paying homage to statues of Buddhas and leading a prayer service.

In 1995, at the age of six, he was chosen as the reincarnation of the 10th Panchen Erdeni in Jokhang through the traditional method of drawing lots from a golden urn.

Praised by government leaders for his fine talk and behavior after 17 years of grooming, the 22-year-old senior lama said he felt "pressured" due to the high expectations he shoulders.

"I feel I am given an important task and bear great responsibilities, but I will take this pressure as motivation," the Panchen Lama said.

"I am confident to let Tibetan Buddhism play a more active role in promoting social harmony and China's development," he added. "For that, the leadership and all people in Tibet can be at ease."

Town's history told in a show

3 dead, 6 missing as typhoon lands in China

GUANGZHOU/BEIJING - Three people were killed and six went missing in disasters caused by Typhoon Vicente which made landfall early Tuesday morning over the city of Taishan in South China's Guangdong province.

As of 5 pm Tuesday, nearly half million people in nine coastal cities were affected, including 75,000 people who were evacuated and were in urgent need of assistance, according to the Ministry of Civil Affairs.

Strong winds toppled 500 houses and damaged about 13,600 hectares of crops. The total economic loss was estimated at 180 million yuan ($28.2 million), according to the ministry.

Typhoon Vicente made landfall over coastal areas near Chixi township around 4:15 am Tuesday, with wind speeds of up to 144 km per hour near its center, the provincial meteorological station said.

Vicente has brought heavy rains to coastal areas in Guangdong.

It is expected to move northwestward at a speed of 15 to 20 km per hour as it weakens, the station said.

Gales and downpours are expected to hit western Guangdong and the Pearl River Delta from Tuesday to Wednesday.

Intercity high-speed train services between Guangzhou and Shenzhen have been temporarily halted due to the storm, the Guangzhou Railway Group Corporation said, adding that train speeds on the Wuhan-Guangzhou high-speed railway had been reduced to ensure safety.

All shipping lines across the Qiongzhou Strait, located between Leizhou Peninsula in Guangdong province and Hainan Island, have been closed since Sunday night.

The meteorological station of Haikou, capital of Hainan, issued a red alert for the storms on Tuesday, the highest warning level in China's four-tier color-coded weather warning system.

Thirty-two flights had been canceled at the Phoenix International Airport in Hainan's city of Sanya as of Tuesday morning.

Seas off the coast of Guangdong, Fujian and Hainan provinces are expected to experience waves of three to five meters in height, according to a Monday forecast from the National Maritime Forecast Station.

It has warned local authorities and the public to take precautionary measures and intensify safety checks for fishing facilities.

Beijing expressway resumed after floods

BEIJING - Traffic on the Beijing-Hong Kong-Macao expressway resumed at noon Tuesday after divers removed 81 vehicles that were stranded on the expressway following Saturday's massive downpour in Beijing.

Traffic resumed on the expressway at 11:50 am Tuesday following cleanup efforts by emergency rescue teams. Ten divers and hundreds of rescuers spent two days pulling submerged cars out of deep water on the expressway, the rescuers said.

A 900-meter-long section of the Beijing-Hong Kong-Macao expressway was submerged in water four meters deep, the municipal government said.

Saturday's storm, the worst rainstorm to hit the city in 61 years, left 37 people dead and caused significant damage.
