The Chartered Institute of Management Accountants, a professional organization, issued the Chinese edition of a report named "Rebooting Business: Valuing the Human Dimension" in Shanghai on Wednesday in an attempt at improving the management of local companies.

The report said intangible assets and non-financial value have accounted for 80 percent of firms' value in the 21st century, becoming the greatest source of returns for the top 500 companies in the world.

"That's to say that enterprises can't ignore the importance and impetus of non-financial value in achieving this long-term success," said Hu Ruyin, director of the Shanghai Stock Exchange's capital market institute.

Businesses face difficulties in their attempts to measure non-financial value. Those include chief executive officers' pursuit of short-term returns instead of goals that will help to ensure a business develops, he said at a recent forum.

Charles Tilley, chief executive officer of the Chartered Institute of Management Accountants, said businesses find it difficult to plan for the long term both because investors mainly want short-term returns and because the market system places too great an emphasis on financial reporting.

At the forum, Tilley spoke to a group of CEOs, managing directors, chief financial officers and human resources director about a survey conducted by the institute and the American Institute of Certified Public Accountants. It sampled opinions from 280 CEOs hailing from more than 21 countries, asking how they viewed current global difficulties and what the priorities should be in any attempts to deal with them.

The survey was followed by interviews with 17 CEOs, chairmen and other business leaders who together oversee more than 2.1 million jobs and a market capitalization of $1 trillion.

He said three out of every four of the people surveyed said they think it's important to look beyond financial performance. Their overwhelming response was that the human side of business — for example, customer and supplier relationships, talent development and intellectual capital — is becoming increasingly important.

"The need to measure and manage the human dimension, although difficult, will never be greater if companies are to achieve long-term sustainable success,'' he said.

Azerbaijani embassy holds reception marking ties

The Azerbaijani embassy in China held a reception on May 24 in Beijing to observe the 20th anniversary of the establishment of diplomatic relations between the two countries.

At the reception, Latif Gandilov, Azerbaijani ambassador to China, spoke highly of the countries' relations with each other and thanked China for the help it has given Azerbaijan. Frequent official visits, increasing trade and increasing cooperative projects were cited as evidence that those ties have become stronger, he said.

Wen Yongmeng, vice-minister of transport, attended and addressed the reception.

The Chinese government officially recognized the independence of the Republic of Azerbaijan on Dec 27, 1991. In April 1992, the two countries signed a communique in Baku, the capital of Azerbaijan, establishing diplomatic relationship between them.

482 suspects seized in transnational telecom scam

BEIJING - A total of 482 people suspected of being involved in a major transnational telecom scam were seized by law enforcement officials from the Chinese mainland and Taiwan on Wednesday with the help of police in six countries.

Of the suspects, 177 are from the Chinese mainland and 286 are from Taiwan, the Ministry of Public Security said Thursday. The other 19 suspects are from Thailand and Myanmar.

They are suspected of having stolen more than 73 million yuan ($11.5 million) in 510 cases of telecom fraud, all of which occurred in the Chinese mainland, the ministry said.

These suspects spread throughout the Chinese mainland and Taiwan, as well as six other countries -- Thailand, Malaysia, Indonesia, Cambodia, Sri Lanka and Fiji -- and established money-laundering dens in Taiwan and Thailand, it said.

One-hundred-twenty-six Chinese suspects were escorted from Thailand and Malaysia to Beijing on Thursday.

The ministry launched the investigation in November 2011, and invited police from Taiwan to work out effective solutions. Early this May, the ministry sent six groups composed of 70 Chinese police officers to the six countries to further investigate.

The group was busted on Wednesday with the help of law enforcement agencies in those six countries, the ministry said.

The ministry said it regards the coordinated crackdown on the telecom scam as a new paradigm of international police cooperation, adding that China's law enforcement departments are always confident in, and capable of, safeguarding the security of people's property.

19 punished for deadly mine accident

Nineteen officials, including the mayor and vice-mayor of Dengta, a city in Liaoning province, were punished for a deadly coal mine accident, Liaoning Daily reported on Thursday.

Li Jingda, mayor of Dengta city, and Zhang Hongwei, vice-mayor of the city, are both subject to removal from their posts by provincial disciplinary authorities.

Seven people found to be responsible for the accident have been detained and will possibly face criminal charges.

On Tuesday, a blast occurred at the Dahuang No 2 Coal Mine in Liaoyang, a city in Liaoning province, killing 22 miners and causing more than 19 million yuan ($3 million) in losses.

Xi'an to host Silk Road film festival

A weeklong international film festival about folk and custom along the ancient Silk Road will be held from May 24 to 30 in Xi'an, capital of Shaanxi province and the starting point of the ancient Silk Road.

Organized by the National Tourism Administration, the Chinese People's Association for Friendship with Foreign Countries and Shaanxi government, about 20 films made by Italy, Russia and India will be displayed to show the charm of the Silk Road from a variety of perspectives.

There will be a number of activities relating to film and TV exchanges, including screenplay trading and an introduction to overseas film rights.

The ancient Silk Road started from Chang'an (now Xi'an), capital of the Western Han Dynasty (206 BC – 24 AD). It was a cultural exchange and trading road from ancient China to the Roman Empire, with a total length of more than 7,000 miles.
