"Such reports did not conform to the fact," Yang said at a regular news briefing on Thursday. Reports said that China will conduct the test targeting satellites with a high orbit altitude, such as reconnaissance satellites and navigation satellites. Reports said the test would be conducted after the U.S. presidential election next month. Social security payments not changing Posted: 25 Oct 2012 05:03 AM PDT The Ministry of Human Resources and Social Security on Thursday denied it plans to adjust social security premiums. "The policies on social security premiums are made by the central government and are strictly implemented nationwide, and they have continuity and stability by nature," ministry spokesman Yin Chengji said at a news conference. The policies are related to both individuals and enterprises' affordability and workers' interests, and they closely connect with the stability of the country's social security system, he said. Yin was responding to some experts' recent opinions that China should tweak its social security system by adjusting social security premiums. Some experts suggest lowering social security premiums because they believe this could help the system cover more people and leave room to boost consumption. Others are calling for higher social security premiums because doing so could help relieve the shortfalls in social security funding. "Those are personal opinions of experts and they are reasonable to some extent, but serious considerations should be made before any policy adjustment is made," Yin said. Yin Weimin, the minister of human resources and social security, confirmed at a news conference in March that 13 provinces had pension-fund shortfalls in 2011, and the fiscal budget had provided subsidies of about 180 billion yuan ($28.8 billion) to offset the shortfalls. China's social security system consists of five types of social insurance: basic endowment, basic medical, unemployment, work injury and maternity. Workers and employers collectively pay workers' endowment insurance, medical insurance and unemployment insurance, but employers are responsible for employees' work-injury and maternity insurance. For example, every month, workers pay 8 percent of their wages into the fund for endowment insurance, and employers match that with an amount that is equal to 20 percent of the monthly wages they pay employees. Mental health law can better protect human rights Posted: 25 Oct 2012 05:03 AM PDT BEIJING - China is mulling a long-awaited law for mental health, a law which is expected to better protect people's rights by prohibiting abuses of compulsory inpatient treatment. The draft law was presented on Tuesday for a third reading at a four-day bimonthly session of the Standing Committee of the National People's Congress, China's top legislature. It includes provisions on ensuring the safety of property belonging to patients with mental disorders, and more importantly, it is expected to eliminate abuses regarding compulsory mental health treatment and protect citizens from undergoing unnecessary treatment or illegal hospitalization. The treatment of mental illness involves dignity and freedom, the basic rights of people, as it often takes extreme measures and restricts personal freedom. It can also undermine the reputation of the people concerned. In his report to the top legislature in October last year, China's health minister, Chen Zhu, admitted that the lack of protocol for compulsory treatment for mentally ill people is one of the major problems in mental health services. Due to the absence of laws and procedures, some healthy people have been treated with unnecessary compulsory therapies for their nonexistent mental illness. Compulsory treatment has sometimes been used as a tool for people who have conflicts with their relatives, or even someone in power. In addition, there are no limits placed on the number of patients that mental hospitals can receive, so they can easily make profits by diagnosing mental illness and receiving healthy people for compulsory treatment, leading to loopholes that can violate people's rights and freedom. A well-known case from 2010 in East China's Shandong province saw a healthy man make a court appeal against a mental hospital and his wife, with whom he had been engaged in domestic conflict, of trying to have him admitted to the hospital for compulsory treatment. The court decision asked the hospital to pay the man 5,000 yuan ($791) in compensation for "violating the citizen's personal freedom". Similar situations can be avoided if the draft law is passed by the top legislature, as it stipulates every mental illness diagnosis should be made by a qualified psychiatrist. Patients can decide to receive the treatment or not on their own volition, and only those who are diagnosed with a severe mental illness and have the potential to harm themselves or others should be sent for compulsory inpatient treatment, the draft says. In addition, it proposes banning any physical exam for diagnosis of mental disorder against people's wills, and stipulates that any violators of the law will bear civil or even criminal liabilities. The draft law shows great progress as it implements the Constitution's spirit of protecting human rights, stressing the patients' autonomy on inpatient treatment. | |
China, US to hold joint humanitarian rescue drill Posted: 25 Oct 2012 05:03 AM PDT Updated: 2012-10-25 17:15 ( Xinhua) BEIJING - The armed forces of China and the United States will hold a joint drill on humanitarian rescue and disaster relief in late November in Chengdu of Southwest China's Sichuan province. Spokesman of the Defense Ministry Yang Yujun told a monthly press briefing on Thursday that the two countries' defense departments and armed forces will hold a series of exchange activities before end of the year. According to Yang, US Secretary of the Navy Ray Mabus and a US military medicine delegation will visit China. A workshop of senior officers from the People's Liberation Army (PLA) and a navy delegation will also visit the United States. The two countries will hold the 13th defense consultation between defense ministries. A delegation of the US army military band will also visit China from Oct 27 to Nov 5. During the visit, the US band and the PLA band will stage joint performances in Beijing, Nanjing of East China's Jiangsu province and Shanghai, Yang said. "The military relationship between China and the United States maintain a smooth development this year. We are ready to work with the United States to push forward a sound and stable development of bilateral military ties," he said.
