Electricity consumption to rebound in Q4 Posted: 30 Oct 2012 07:48 AM PDT Updated: 2012-10-30 22:06 By Wei Tian ( chinadaily.com.cn) China's demand for electricity may rebound slightly after a successive decline over the first three quarters as the economy warms up, the China Electricity Council said on Tuesday. Electricity consumption may grow as much as 6 percent in the fourth quarter to 1.25 trillion kWh, according to a report on the CEC's website. In the first three quarters, electricity consumption grew 4.8 percent, 7.1 percentage points less than the same period last year. The growth figure has been retreating quarter by quarter as the expansion of the world's second-largest economy slowed. The electricity supply and demand have been in balance overall this year because of sufficient hydropower and coal, the CEC said. Although East China may experience some shortage of electricity in the fourth quarter, the Northwest and Northeast will have an adequate supply, it said. The council estimates that the overall electricity consumption this year could reach 4.94 trillion kWh, putting the annual growth rate to 5 percent. Standards to ensure cemeteries remain affordable Posted: 30 Oct 2012 07:48 AM PDT China's Ministry of Civil Affairs has released a draft standard for public cemetery construction in urban areas, which is open to comments and suggestions until Nov 30. The plan is expected to meet residents' demand for cemetery spaces over the next 20 years. Every county or city with a population above 500,000 should be equipped with a non-profit public cemetery and a for-profit cemetery. Limited land resources and unregulated construction of oversized graves have pushed up the prices of burial spaces in China in past years. Under the plan, the ministry intends to impose strict limitations on the size of graveyards. A separate tomb should cover no more than 0.5 square meter, and a multi-burial grave is designated less than 0.8 square meter. Graves for entire families or clans are not allowed. To reduce land use, the ministry promotes storing ashes in a vault as well as ecological burials such as flower and tree burials. According to the plan, the storage capacity of vaults will double the number of urns put in graves. Public cemeteries should have a 75-percent greenery coverage and be located at least 500 meters from residential areas, major highways and railways, according to the draft. As of 2010, China had 1,266 cemeteries, mostly for-profit services, with 9.28 million graves. Prominent problems with existing cemeteries include a waste of land resources due to the construction of extravagant tombs, and only a tiny proportion of non-profit cemeteries that offer residents few affordable choices, Beijing News reported. |
947 sentenced for food-related crimes Posted: 30 Oct 2012 07:48 AM PDT BEIJING - A total of 947 criminals have so far been sentenced by Chinese courts for producing and selling poisonous or harmful food, according to a spokesman for the Supreme People's Court (SPC). Courts have completed more than 730 criminal cases relating to food offences, including clenbuterol and gutter oil, said Yu Housen, at a press conference on Tuesday. Other figures released showed that since 2008, courts nationwide have completed 3,577,062 cases and given sentences to 4,567,236 criminals. A total of 357,695 cases consisted of homicides, robberies, kidnappings, gang-related crime or human trafficking, with 558,246 criminals sentenced, Yu added. "The SPC has urged courts at all levels to set up special offices for litigation, covering complaints, litigation guidance, risk warning and queries about cases," Yu said. Courts at all levels reduced or slowed payment of litigation expenses, worth more than 13 billion yuan, Yu added. Between 2009 and 2011, courts nationwide helped 12,978 victims of crime, and allocated more than 230 million yuan ($36.83 million) in relief funds to them or their familiy members. |
