Punished over child deaths - Media Watch - November 22 - BONTV

Go to bon.tv to watch the full episode Eight people, ranging from school principals to government officials, have been penalized over the deaths last week of five street children in a dumpster in southwest China's Guizhou Province, local authorities said on Tuesday. The penalties included sackings and suspension of duty, according to a decision made by city authorities in Bijie City on Monday night. The five children, all boys, were identified as natives of the city's outer Qixingguan District. The boys were from the same extended family and their fathers were three brothers, the city government said in a press release given to Xinhua on Tuesday morning. Family members and teachers had been searching for the children, who went missing three weeks ago, when their bodies were found, by a trash collector in a dumpster last Friday, said Tao Jinyou, father of Tao Zhonglin. Tao Yuanwu, a migrant worker in the southern boom city Shenzhen, arrived home only on Monday to identify the bodies. Police said the boys died from carbon monoxide poisoning, as remains of burnt charcoal found inside the dumpster indicated they might have burnt charcoal for warmth before they died. Their tragic deaths spurred an outburst of grief from the public, who blamed the children's caregivers and local government for failing to take care of the young lives. If not they face fines, administrative penalties -- or worse depending on who and where they are. To keep track of this, the first thing a Chinese woman must do when she discovers she's pregnant is to get a document called Zhunshengzheng, or "Permission to Give Birth". Without this a child can't obtain household registration, medical care, education, employment, social welfare entitlements, a passport - are all denied as essentially the child will not legally exist. Even worse, the process of obtaining the "Permission to give birth" is an official nightmare -- it involves obtaining stamps from recalcitrant bureaucrats in multiple offices, including workplace, residential community, place of registration -- any one of which can "cause trouble" if necessary. One report in the People's Daily recounted that a couple from Hebei were asked to produce FORTY separate stamps for the privilege of having a child. And a poll conducted by the paper at the same time found that 99% of those asked wanted to see the hated Zhunshengzheng consigned to history.

Together, Western Union and ChinaPay intend to offer an integrated, co-branded platform that will allow universities to give incoming Chinese students and their parents the ability to make foreign tuition payments in their home country and currency. More students go abroad from China than from any other country in the world with more than 1 million Chinese students studying overseas in 2011. China has become an important market for universities around the globe. According to the Institute for International Education's Open Doors report, students from China comprise 25% of the international student body in the United States. In the 2011/2012 academic year, there were nearly 200 thousand students from China studying in the US, which represented an increase of 23 percent from the previous year.

CITIC Construction Corporation is considering undertaking large projects concerning transportation, water, and energy, while China Civil Engineering Construction Corporation, or CEC, is focusing on modern rail projects. China Investment Corporation, manager of China's sovereign wealth fund, recently bought shares in Heathrow Airport Holding, the operator of London's Heathrow airport. Before that, in January, it had invested in Thames Water Utilities, which supplies water services to London and other places in Britain. Chinese building contractors, though, are only starting to work on large projects in developed economies and have not taken part in any in the UK. That comes in contrast to what they have done in the Middle East and in African countries such as Libya and Nigeria, where they have helped build prominent railways. "It's a challenge for almost every country, but it's a big one for countries such as China and India because of their large populations," said Alain Le Saux, secretary-general of the World Association of Major Metropolises. Speaking at the Board of Directors meeting, held in Guangzhou from Nov 14 to 17, he said that in a global financial crisis, it is difficult for city leaders to allocate sufficient funding for new settlements, transportation, job opportunities and other resources to satisfy the needs of a growing population. Chinese cities use the permanent household registration system - hukou - to distribute their limited public resources. Guangzhou Mayor Chen Jianhua said at a seminar on Nov 16, part of this year's Guangzhou Urban Innovation Conference, that most fundamental public services in his city are reserved for hukou holders. The five, aged between 9 and 13 - were found dead in a garbage dumpster on Friday by a local woman scavenging for recyclables. An autopsy later concluded they had all died of carbon monoxide poisoning when they lit a fire in the enclosed space to keep warm. Local police said the five were relatives whose parents seldom saw them as they were farming or working outside the city. They added that four of them had dropped out of school and all had left their homes several weeks before. The Bijie local government said the tragedy reflected loopholes in the system as well as negligence by the local civil affairs bureau where several officials have been dismissed from their posts.
