It is the first time a provincial government has enacted laws regulating weather resources. Some local private companies had begun using natural energy resources at their own discretion, which has become an obvious issue, Wang Quqi, vice director of the provincial law committee told the newspaper. In response, the provincial government now requires all private companies to acquire permits from the local weather department before resource exploitation, with the energy produced also belonging to the state, according to a new law which came into force on June 14. Beijing gave a nod to the local government to enact laws regulating "weather energy." With a burgeoning population and frequent natural disasters, local laws can put more focus on resource protection and the responsible use of weather resources, effectively moving them ahead of directives set by Beijing, Gan Zangchun, deputy director of the Legislative Affairs Office of the State Council, said in a meeting on national weather law last Friday. The new laws are expected to decrease damage inflicted from weather-related disasters, Zheng Guoguang, director of China's Meteorological Administration, said at the meeting.

Three Chinese astronauts floated into the cabin of an orbiting module Monday afternoon, becoming the first group of Chinese to enter an orbiter in space. Jing Haipeng, followed by Liu Wang and Liu Yang, went into the space lab module Tiangong-1 from spacecraft Shenzhou IX about three hours after a successful automatic docking procedure which was completed at 2:07 pm "Shenzhou IX crew members feel great!" reported astronaut Liu Wang to the Beijing Aerospace Control Center. Live television broadcast showed the three astronauts in blue uniform waved to the camera inside the Tiangong-1 cabin against the backdrop of a five-starred national flag and a big red Chinese knot. They are the first tenants in the 15-cubic-meter cabin of Tiangong-1, known as "Heavenly Palace." The 8.5-tonne space lab module has been traveling around Earth for 262 days since it was launched in September 2011. Zhou Jianping, chief engineer of China's manned space program said that "A manual docking, if successful, will demonstrate the country's grasp of essential space rendezvous and docking know-how," he said. "It will mean China is fully capable of transferring human and cargo to an orbiter in space." Besides manual docking, the astronauts will conduct medical experiments and other space tests during the current mission. "China looks forward to more international cooperation in future space explorations," said Lu Xinguang, a leading designer of the control system of China's carrier rocket.

Based on five-year figure released this week, the Gini coefficient in 2011 was 0.005 point from 2006. This gap is among the highest in the developed world, and is higher than Australia, Canada, Singapore, the UK and the US. The GINI coefficient index ranges from 0 to 1, where a reading of zero means perfect equality, and everyone earns roughly the same amount. Inversely, an index of 1 shows the greatest disparity of wealth. Non-governmental agency, Oxfam, say that around a tenth of Hong Kong's population lives in poverty. To deal with the widening gap, local authorities have offered rebates on tax, rents and utilities. Last year, Hong Kong also set the first legal minimum wage. But poverty advocates say that neither these relief measures nor the roaring economy over the past few years have helped lift the poor out of poverty. The Hong Kong census department reported this week that the median monthly income for the city's poorest 10 percent dropped $290 to $270. While the top 10 percent of earners made more than 2 thousand dollars more than to 5 years ago.
