On Wednesday, his new book "On Democracy and Rule of Law" was released in a high profile fashion in Beijing. The book will be published nationwide, with most contents being unveiled for the first time. Qiao's rise to further prominence ahead of the CCP's 18th Congress, with his openly advocating democracy and rule of law, has aroused different public opinions and speculation in China and overseas. On June 20 at the Great Hall of the People in Beijing, Qiao Shi launched his new book, "On Democracy and Rule of Law." The CCP official media also reported on this new book. The book contains Qiao's important speeches on democracy and the rule of law that were made over the course of 1985-1998, when Qiao held senior positions in the CCP. Their slogan targeted the Political and Legislative Affairs Committee (PLAC) controlled by Zhou Yong Kang for suppressing them. PLAC'used a budget higher than military spending to persecute people, which was made public by Bo Xilai's case. Now the appeal of eliminating PLAC is gaining more support. Petitioners have been displaying banners in front of the Beijing Inspection Division for three days. On 18th June, Cheng Yulan from Shanghai, and Ma Zhixue from Benxi, was returned by the retrievers shortly after they arrived at the Inspection Division. The Retriever said their demonstration was reported by overseas media, so CCP central instructed to return them to their hometown. Xia Youhua and dozens of petitioners from Wuhan arrived at Beijing at 7 am. They went directly to the demonstration site. Expert comments that while the Chinese are suffering from high inflation and over one hundred million of them are living in poverty, China should not have promised more than 4 times the funds agreed by other BRIC countries. Nations from around the world pledge a total of US$456 billion to the International Monetary Fund (IMF). China's pledge ranks third, second only to Japan and Germany.
