Law enforcement officials said more than 7000 LV bags and wallets, worth more than 25 million yuan ($3.99 million), were found in the government building following a raid on July 12. The city commission for disciplinary inspection of Zhanjiang said local police and local commerce and industry officials were tipped off by residents. The commission said Fu Chaowen and Zhou Feiqian, who are Party committee officials from the village of Yuanfa, have been given warnings but are not likely to face further punishments as there is no evidence they knew the building's tenant was making fake goods. The commission said a local police officer talked the local Party committee into renting the second and the third floor of the government building to a leather goods maker for just 10000 yuan a year. Village officials helped the counterfeiter to officially register as a leather goods manufacturer and the rent was noted as "government income" on the village's accounts, according to the commission's official statement. "The police officer is still being investigated by the commission and the police for trademark infringement," Gao Xiaoyuan, a media officer with the commission, told the Global Times Thursday. The amount of money is roughly proportional to the Chinese poverty line, equivalent to an annual income of just 2300 yuan, according to the China Foundation for Poverty Alleviation (CFPA). The foundation started an online campaign in late September calling on netizens to spend 6.3 yuan or less on October 17th to help more people understand what it's like to live in poverty. Ji Lingjun, an office worker from Shanghai, walked to work Wednesday morning to cut her transportation costs. She also brought her own meals from home to save money. "It's hard to spend just 6.3 yuan daily in a big city like Shanghai, especially if you take rent into account," she said. "Actually, China's poverty standard is more stringent than the World Bank's," said Professor Ren Yuan at Fudan University. "The World Bank's standard is based on consumption, not income." According to the paper owners often invest up to 10000 Yuan (around $1600) in feeding and training dogs to become specialized fighting machines. A reporter form the paper visited the scene of one such fight in the district of Daxing and saw gamblers betting sums of between $160 to $3200 on a single fight, with the total amount wagered over the morning was well over $30000.
