Hu Jintao Gains Advantage: Chinese Communist Party Army Reshuffle

Posted: 23 Oct 2012 08:24 PM PDT

Follow us on TWITTER: twitter.com Like us on FACEBOOK: www.facebook.com On the eve of the Chinese Communist Party 18th Congress, the regime has replaced its top military chiefs. Hu Jintao's faction has taken over the posts. Commentators think this shows Hu Jintao has gained an edge, while Jiang Zemin's faction continues to weaken. Therefore, this greatly increased Hu Jintao's chances of staying on as the head of the military. The CCP People´s Liberation Army (PLA) has reshuffled its top level leadership. Ma Xiaotian has taken over as Air Force commander. Wang Guanzhong and Qi Jianguo were promoted to the PLA Deputy Chief of the General Staff. Zhu Fuxi was appointed as political commissar of the Chengdu Military Region. On October 20, Zhang Yang accompanied Xu Caihou to watch a performance given by the army troupe. Zhang Yang is now political commissar of Guangzhou Military Region. Xu Caihou is Central Military Commission (CMC) Vice Chairman. The PLA Daily reported this news, but used titles of "the leader of PLA General Political Department and the CMC General Office leader". Hong Kong's Apple Daily, and other media, affirmed that Zhang Yang, handpicked by Hu Jintao, will take the post of Director of the PLA General Political Department. 'mingjingnews.com' revealed Hu Jintao's right-hand man, Fang Fenghui, will be named Chief of PLA General Staff. Fang is the current Commander of Beijing Military Region. Chinese Regime Announces Military Reshuffle

Posted: 23 Oct 2012 12:58 PM PDT

The Chinese regime has announced a reshuffling of its army, ahead of the upcoming leadership transition. According to state-run CCTV, the People's Liberation Army now has a new air force commander, General Ma Xiaotian. He was formerly the deputy chief of general staff. The former political commissar of the Guangzhou military region General, Zhang Yang, has been promoted to the director of the General Political Department. It's responsible for army personnel. Zhang is seen as a political ally of current Chinese leader Hu Jintao. NTD's senior China analyst, Jason Ma, says the military reshuffle reflects the shifting of power within the PLA. [Jason Ma, NTD Senior China Analyst] "The military is of course the core of the Party's power. Whoever holds the military has the real power. Hu Jintao's faction is getting boosted, which means his political foe, [former leader] Jiang Zemin is becoming marginalized, and his political influence is waning." General Ma and Zhang are expected join the Central Military Commission—it's a 12 member body that leads the People's Liberation Army. Compal Workers in Sichuan Protest over Low Wages

Posted: 23 Oct 2012 12:50 PM PDT

As Chinese workers become bolder in demanding improved working conditions, large scale industrial actions have been on the rise. On Monday, thousands of workers at a Taiwanese computer gear maker in Sichuan province took to the streets to demand higher wages. The demonstrations began late Sunday evening. By next morning, workers poured onto the streets, blocking traffic. Some workers burned their uniforms, and riot police were sent in. Workers say factory management forces them to work overtime without pay. The protest ended after Compal management promised to make concessions. Compal is the world's second largest manufacturer of notebooks. Taiwan-owned Compal Group is one among the world's top 500 enterprises. Communist Party Hints at Dropping Mao Zedong Thought

Posted: 23 Oct 2012 12:33 PM PDT

Is reform on the way for the Chinese regime? In two recent documents from the Politburo leadership circle, the words "Mao Zedong Thought" have been noticeably absent. For decades, the Chinese Communist Party has looked to Mao for ideological guidance. Mao's legacies include the disastrous Great Leap Forward and Cultural Revolution campaigns. But with the recent scandals embroiling top leaders, and a power transition ahead, there's been mounting speculation that Chinese leaders are now warming up to greater political reform. On Monday, after a meeting of the 25-member Politburo, a statement on the upcoming Party Congress omitted "Mao Zedong Thought" as something that the Party should follow. The statement also indicates there would be amendments to the Party Constitution. Columnist Lin Zixu says this is likely the result of the current factional infighting, aimed at weeding out leftist supporters, including disgraced official Bo Xilai. [Lin Zixu, Columnist] "The amendment to the constitution is likely to greatly reduce the weight of Marxist-Leninist thoughts and Maoism, and increase the influence of the thoughts of Hu Jintao. It has to do with the turbulent political situation, and is aimed at eliminating Maoist-leftist thoughts, and put the final nail in Bo Xilai's coffin, so that Xi Jinping's succession can be smooth." Political commentator Bian Xianghe is doubtful whether the removal of Maoist theories would lead to true reform. [Bian Xianghe, Political Commentator ...

Virtual Technology Restores Palace in Beijing

Posted: 23 Oct 2012 11:59 AM PDT

A 3D virtual restoration project is underway for the Old Summer Palace, or Yuan Ming Yuan, in Beijing. The Palace was an 860-acre complex where the emperors of the Qing Dynasty lived and handled government affairs. It included multiple palaces, vast gardens, man-made lakes and waterfalls, temples, and art galleries. It was destroyed in 1860 by British and French troops during the Second Opium War. The ruins now lie in a state of disrepair. But the site is a popular tourist spot, and its destruction has been promoted by the Chinese regime as a warning against Western imperialism. Restoration of the site has generally been seen as undesirable, as well as an expensive and lengthy process. With virtual mapping technology, tourists will be able to experience the original grandeur of the Old Summer Palace. Virtual technology specialists go through the piles of rubble and scan each individual stone three-dimensionally. The stones are pieced together to form original structures, such as this elegant stone archway. [Xiao Jinliang, Chief Engineer, Culture Heritage Conservation Center]: "Traces will be left when one stone interlocks with another. Based on this, we determine which stone stands next to which, and their original positions. After considerable analysis, we can figure out the curve of the bridge precisely." The process will be applied to the entire palace grounds, making a complete virtual restoration of the original layout. Loyal visitors to the Old Summer Palace will no ...

More Urban Chinese Living in Elderly Homes

Posted: 23 Oct 2012 11:50 AM PDT

Since China's one-child policy was implemented in 1980, the younger generation has been under increasing strain to provide both financially and physically for their elderly parents. As a result, Chinese are breaking a cultural taboo and putting their parents in assisted living or nursing homes. [Chang Hua, Director of a Nursing Home in Beijing]: "In recent years we have received increasing applications to live in our social welfare institution. All of the rooms are occupied, so hundreds of people are on the waiting list." Hua says that residents pay about US $352 a month to live there, or 2200 yuan. That's high for local standards, but Hua says it doesn't seem to deter applicants. With China's elderly living longer than ever before, and both women and men working more than ever, the shift towards nursing homes is natural. One resident of a Beijing nursing home says that life in an elderly home is not what she expected. [ Zhang Chongyun, Nursing Home Resident]: "There are a lot of activities here. Unlike other housewives staying at home, I love to sing and dance. So after moving here, I joined the Fashion Team and choir. I fell in love with this place." Another resident says it is much more convenient living in an assisted living home than outside in the city. [Yu Bo, nursing home resident]: "Since moving in here, everything we needed has been guaranteed. The staff takes good care of us. We're very comfortable, and everything is convenient." Brutal Police Crackdown in Coal Plant Protests

Posted: 23 Oct 2012 04:17 AM PDT

It's become a familiar scene across China. Angry protestors clashing with authorities. Riot police turning to tear gas to hold them back. And this time, it's happening in southern China's Hainan Island, and the protest is against pollution. Villagers in Yinggehai want a coal-power plant to be shut down. They've protested against the plant before, but that only temporarily stopped the plant's construction. Last week, after the plant construction resumed, so did the protests. By Sunday night, at least 1000 locals gathered at the nearby government building. Officials called in military and riot police to contain the protest. Violent clashes followed. [Mr Wu, Yinggehai Resident] "They're arresting anyone they see, coming into the village. I'm not sure about the details of injured protesters, but there were a lot of them. Those who were arrested by police were beaten badly, some to the point of spitting out blood." Another resident tells NTD on Monday that authorities are removing signs of the clash, while continuing to monitor villagers. [Mr Ren, Yinggehai Resident] "The riot police had batons and shields, and they used tear gas against us. After last night, they're picking up all the tear gas shells, so you can't see them. They're stopping us from taking photos, a lot of people's phones are being monitored." Locals say dozens of people have been arrested, and security remains tight on Monday. Back in April, Hainan island authorities agreed to stop the construction of a coal ...

Deadly Sinkhole Kills 1 in NW China

Posted: 23 Oct 2012 04:07 AM PDT

It's a testament to the destructive power of water—and the danger of haphazard construction. A broken underground water pipe is the leading suspect in sudden road cave-in in Guyuan City of Ningxia Hui Autonomous Region. At 8:30 in the morning, while many were crowded in a vegetable market, the ground suddenly opened up, leaving a hole over 150 feet wide and almost 20 feet deep. According to witnesses, a tricycle with its driver and several pedestrians fell in. Rescue crews struggled to pull survivors out, even as still gushing water hampered their efforts. A crane had to be brought in to remove the vehicle. In 10 minutes, four were pulled from the wreckage, including a child. But an hour later, a female resident was discovered. She had not survived. An investigation is underway as to the cause of the accident, but a broken water pipe is believed to have sent gallons of water gushing out, loosening the soil and causing the sinkhole. Huge Ivory Seizure in Hong Kong, Underlines Elephant Threat

Posted: 23 Oct 2012 04:02 AM PDT

The massive seizure on Saturday was worth about $26.7 million Hong Kong dollars, or $3.45 million US dollars. The ivory tusks and ornaments had been smuggled from Africa, and were destined for the mainland Chinese black market. It's one of the largest ever such loads, yet officials and conservationists fear it only scratches the surface of the ongoing illegal trade. In the haul were 1209 ivory tusks, and various ivory ornaments, with around 600 African elephants having been killed to provide the material, according to the South China Morning Post. It has been a year since the last major ivory seizure, and Hong Kong officials claim that it is rare for the illegal goods to move through their ports. Yet it's widely known that China is now the world's primary consumer market for ivory products, which are used for purposes ranging from art to traditional medicine. China's growing presence in Africa has also been seen as a major factor contributing to the trend, as both Chinese and Africans see opportunities to turn a profit in this lucrative, but internationally banned, business venture. CCP To Strengthen One Party Rule: State Media

Posted: 23 Oct 2012 03:53 AM PDT

The recent turmoil at the top of the Chinese regime's leadership has had observers speculating just where the Communist Party is headed. Well today, after a meeting of the Communist Party's Central Committee Politburo, which consists of the top 25 leaders of the Party, it appears the Communist Party plans to only strengthen its single party rule. After the meeting in Beijing, state-run Xinhua News Agency reported that attendees have recommended changes to the Party Constitution, which would, quote "promote the Communist Party of China's work and strengthen its construction." The pledge to solidify its rule comes as the authoritarian regime is seeking greater engagement with the rest of world, while contending with a public simmering with discontent over the way they're being ruled. Xinhua reports the Politburo's recommendations would be submitted at the upcoming 18th Party Congress. That congress has been the focal point of a fierce factional infighting within the Communist Party. So far it's claimed the political future of Bo Xilai, and threatens to expose further scandals of other senior Party members. Mud, Sweat and Gears in Lawnmower Grand Prix

Posted: 23 Oct 2012 02:45 AM PDT

Inclement weather and muddy conditions failed to dampen the spirit of lawnmower racers who took part in Sunday's British Grand Prix for Lawnmower Racing. Enthusiastic racers took to a muddy field in southeast England on Sunday for the British Grand Prix for Lawnmower Racing, marking the end of this year's racing season. Considered by many as one of Britain's favorite motor sports and surely one at the most grassroots level, the eccentric event is devoid of the big business sponsors that dominate Formula One. However some argue it is every bit as exciting as the more famous and lucrative race, even in inclement weather. [Daniel Jones, Lawnmower Racer]: "Personally I love it. The wetter the better, but yeah it's a skill to ride in the mud. It's not as fast, and obviously it's a lot harder to control the machine in the wet." The format of the British Grand Prix is a series of sprint races for each of the three categories -- mowers with grass box at the front, sit-on buggy style and large tractor. There are no team orders to be found here, and mowers race on an even 'grass playing field' in that the machines are only allowed minor modifications. The race takes place across two fields in front of a pub where the circuit is split by a hedge. Racing conditions were difficult on Sunday with the ground sodden from several nights of rain. Only the most hardy of mower racers took up the challenge to compete. [Unidentified Lawnmower Racer]: "Well, I've had rolls, I've had spills, a ...

Strained Relations Easing: 1500 Chinese Tourists Visit Japan

Posted: 23 Oct 2012 12:14 AM PDT

Follow us on TWITTER: twitter.com Like us on FACEBOOK: www.facebook.com On October 20, a large cruise ship with 1500 Chinese tourists reached Yatsushiro in Kumamoto, Japan. This was China's largest group of tourists to visit Japan since the country "nationalized" the Diaoyu Islands. Commentators view it as a sign of Sino-Japanese relations thawing, as the Chinese Communist Party (CCP)'s 18th Congress draws nearer. Analysts also say that this shows the US is backing Xi Jinping to take the leadership. The dispute over the Diaoyu Islands made Sino-Japanese relations reach it's lowest point in over 40 years. Many Chinese travel agencies suspended or canceled travel itineraries for Japan. 1500 Chinese tourists traveled to Japan to view the annual fireworks display hosted in Kumamoto. This was deemed a sign of détente; the easing of strained relations. Hua Po, political observer in Beijing: "Both countries currently face a leadership transition. So, the Diaoyu Islands issue is unlikely to destroy Sino-Japanese relations. Initially, both sides took tough stances. Next, they'll take some measures to gradually calm the situation, in order to save face." Hua Po adds that besides domestic factors, the international community contributed to cooling the Diaoyu Islands issue. Hua Po: "The US played a key role on this. It's unwilling to see Sino-Japanese relations get out of control because of the dispute over the Diaoyu Islands, and helped cool the conflict." A planned joint Japan-US ...

"Expansion of Sales Tax Change to VAT"?

Posted: 23 Oct 2012 12:10 AM PDT

Follow us on TWITTER: twitter.com Like us on FACEBOOK: www.facebook.com On October 18, Chinese Communist Party (CCP) Vice Premier Li Keqiang personally presided over the "Expansion of Sales Tax Change to VAT" pilot forum. He stressed at the meeting that it is an important strategy to promote the manufacturing industry, as well as resolve the issue of the lagging service industry. He also said there will be more pilot places to further expand tax cuts to the whole country. What is the reaction of Chinese small and medium sized enterprises (SME's) on these tax cuts? In this strategy, transportation and service sectors, which used to pay sales taxes, will concert to paying VAT tax. Purchasing receipts that previously could not be deducted, can be deducted in the VAT program. Thus, the taxable amount is reduced and enterprises will pay less tax, and have higher profits. Duan Shaoze, Beijing Normal University MBA mentor: "The service sector in the past was taxed over the total amount. Business must pay tax as long as there was service, whether profitable or not. There were many duplicate taxes in the service sector, which aggravated tax burdens of the sector. It was unreasonable." When speaking to NTD, Duan Shaoze gave the example of tour companies taking tour groups to eat at restaurants or sightseeing, and that they need to pay tax. Another example is vehicle plants selling parts, such as steel, glass, or tires. They will pay tax. The total taxable amount was increased. Duan ...

Analysts Discuss Xi Jinping's Future As Media Reveals Aides

Follow us on TWITTER: twitter.com Like us on FACEBOOK: www.facebook.com Recent reports say, three major forces inside the Chinese Communist Party (CCP) will serve to aid Xi Jinping after its 18th Congress, supporting the new CCP leader toward a smooth power transition. Others say Xi must carry out a revolutionary reform after taking power, to avoid becoming the CCP's "last emperor". What will be Xi's choice as the next CCP leader under such a difficult situation? Let's review various opinions. Taiwan magazine, ZhuoYue, published an article saying that, Xi Jinping will have 3 major political aides after taking power. They are: Ye Xuanning, the son of Ye Jianying and the spiritual leader of the Princelings; Hu Deping, the son of former CCP General Secretary Hu Yaobang; and Li Yuanchao, head of the Organization Department of the CCP Central Committee. The article says, Ye Xuanning has a high reputation and a great influence among the Princelings. Ye acts as an important intermediary between Xi Jinping and many politicians or business people. 69-year-old Hu Deping is in the standing committee of the Political Consultative Conference (PCC) and is vice president of the General Chamber of Industry & Commerce. Hu is regarded by outsiders as a representative figure of the reformist group. The last aide, Li Yuanchao, is believed to act as a think-tank member in drafting Xi Jinping's recent political reform plan. Paris Revives River Shipment to Supply Supermarkets

Posted: 22 Oct 2012 10:00 PM PDT

Paris' river Seine is now being revived as a transport route to get food delivered to the capital's supermarkets. Full story: Most boats on Paris' river Seine are today used to ferry tourists around the city. But supermarket chain Franprix has revived the age-old tradition of floating its food supply into the heart of Paris by boat. In a move designed to save costs at a time of rising oil prices and reduce pollution in the city's traffic-clogged streets, the chain has switched from road to water transport. [Herve Montjotin, Managing Director, Norbert Dentressangle Transport]: "It's an operation that enables to reduce the number of vehicles coming daily to Paris, so it's environment-friendly as its reduces the CO2 emission." By stocking 80 of its 350 stores in the French capital by waterway, Franprix saves on logistics costs and cuts fuel consumption by two thirds. Each day some 26 containers of goods are shipped in from the outskirts of Paris, travelling 20 kilometres along the Seine before being unloaded at the foot of the Eiffel Tower. After decades of dominance by motorised vehicles, the move reflects a growing demand for greener, more cost-effective solutions for freight transport. But even river transportation is not immune to logistical problems like unpredictable water levels, so there must always be a Plan B. But as of now, water levels aside, river transportation has many upsides. It'll be a while before traffic jams become a problem: today, only five to 35 ...

Several hundred people gathered outside a shopping mall in the popular district of Anderlecht to attend the ceremony. The inauguration was also attended by Van Damme's parents, a group of young local karate practitioners, Belgium's culture minister Fadila Laanan and Anderlecht's mayor Gaetan Van Goidsenhoven. Van Damme unveiled his statue that was covered with Belgium's national flag, as the country's national anthem was being played. Van Damme said the Belgian public's support came from the message of hope he had been sending ever since the release of his first film, Bloodsport. [Jean-Claude Van Damme, Action Film Star]: "And then suddenly Bloodsport came out, and the American dream starts. Now Belgium is paying me back something but really it's to pay back to the dream. So when people come back here, it is Jean-Claude Van Damme, but it is a guy from the street who believes into something and I want that statue to represent that." Van Damme also recalled his first steps in the American film industry.
