However, people have differing opinions regarding whether the new leadership will strive to improve the economy. One State Council official believes 2013 will be the most difficult year for China's economy. The report states that large enterprises, such as machinery manufacturer Caterpillar and steel manufacturer POSCO, who face dim global economic prospects, hope for sales growth after China's new leadership takes over. Caterpillar CEO Doug Oberhelman told Reuters that when he met two distributors in China two weeks ago, these analysts think there will be a turning point. They also look forward to substantial changes before the Chinese New Year in 2013. BMW CFO Friedrich Eichiner also expressed that he believes China's new leaders will continue down the path to stimulate economy. Mental hospitals have become a tool for the Chinese Communist Party (CCP) regime to repress petitioners and dissidents. A Mental Health Act was recently approved by votes at the CCP's National People's Congress. The Act stipulates that "hospitalization of psychotic patients is made on a voluntary basis." Can this Act help to end the incessant occurrence of "the authorities-alleged psychotic patients" cases? On October 26, the 29th session of the 11th CCP National People's Congress passed a Mental Health Act. This is the first law introduced in China on treating mental patients, after 27 years of legislative process. China's media claimed that the law originally was not aimed at preventing cases of "the authorities-alleged psychotic patients". However, cases of "the authorities-alleged psychotic patients" continue to be exposed. Hundreds Injured in Ningbo Protests

However, local people revealed that the police didn't tell the truth. The BBC Chinese website cited Ms Ni, a witness who said that hundreds of protesters were injured during the protests. One woman's three ribs were broken and one protester's face was filled with blood. Ni also said that on Oct. 28, her friend who was in the protest saw a dozen police beat a vulnerable man on his head until he bled. Regarding what Ningbo police says, Ni said that although no one saw dead bodies, some people placed urns and wreaths nearby the protest site. It is unclear whether the deceased are connected to the protests or if they were students. Ni also said that local people spread a rumor that a wealthy person's child also died. On Monday British Foreign Secretary William Hague met Ziauddin Yousafzai, father of fifteen-year-old Malala Yousufzai, shot in Pakistan by a Taliban gunman for advocating education rights for women. Malala was shot in the head and neck as she left school in Swat, northwest of Islamabad on October 9. She is recovering in a hospital in the British city of Birmingham after being flown there following the attack. After meeting Malala's father, Hague praised the courage of Malala in standing up for women's rights. Chuck Berry is honored with the 17th Annual American Music Masters award from the Rock and Roll Hall of Fame and Museum. Fifties rocker Chuck Berry was awarded the Rock and Roll Hall of Fame and Museum's American Music Masters Award on Saturday (October 27) in Cleveland, Ohio. The event dubbed "Roll Over Beethoven: The Life and Music of Chuck Berry," paid tribute to Berry's nearly 60-year career. Some of the Missouri native's hits include "Maybellene," "Rock and Roll Music" and "Johnny B. Goode" which he played for the crowd. The 86-year-old even performed his signature move, hopping across the stage on one leg. Berry brought his wife of 62 years, Themetta Suggs, on stage to help him celebrate the moment. Hurricane Sandy is now moving faster, at 28mph towards southern New Jersey, according to a 3pm advisory from NOAA. Full story: The coast of the Northeastern US has been battered by Hurricane Sandy, as the "frankenstorm" has begun "moving more quickly toward southern New Jersey," according to the NOAA's most recent advisory. At 3:00 pm EDT, it was moving 28 miles per hour northwest, up from 18 miles per hour at 11 am Located about 85 miles southeast of Atlantic City, it is expected to make landfall within between 6 and 8 pm in the southern tip of the New Jersey coast or central Delaware. However, the coast is already feeling the effects. Parts of Delaware, New Jersey, and New York have already been flooded. Atlantic City and Ocean City, Md., have both had their boardwalks damaged. A crane has been reported damaged and dangling some 80 floors up at One 57th street in Manhattan, a skyscraper under construction and expected to hold some of the priciest properties. Honda Bleak on China Forecast

Things are looking bad for Japanese automakers in China. Honda has taken the lead over its rivals Nissan and Toyota by announcing today that its has cut its full-year net profit after sales forecast by 20%. Nissan and Toyota are expected to make similar announcements in the coming weeks. [Fumihiko Ike, Honda Senior Managing Officer]: (Japanese, Male) "We changed our estimates mainly due to the impact from the situation in China, the decrease of unit sales following the changes of business environment in European, South American and Indian markets, and the impact from the currency exchange rates in the developing countries." Violent protests in China over disputed territorial claims for the Senkaku, or Diaoyu islands, already indicated that business for Japanese automakers will be taking a hit. But now that Honda has officially slashed its forecast of sales in China for this year by 130000 unit, the severity of the impact is becoming clear. In today's announcement Honda said it would continue to run two of its biggest plants in China on one shift, rather than two, until at least the middle of next month. Production will gradually increase during the lead up to the Chinese New Year in February. Honda is hoping this would only be a temporary setback. The company is investing $880 million to expand its plants in Guangzhou and Wuhan over the next several years. Ningbo Activists Halt Expansion of New Oil Refinery

It was a victory for residents of the city of Ningbo in China's Zhejiang Province. For the past three days they've been protesting the expansion of a local oil refinery and chemical plant. Well late Sunday night c said they would put the project on hold. Protests Saturday resulted in over 100 arrests with police firing tear gas at protests and dragging others away. It may also be an attempt to maintain stability ahead of the 18th Party Congress, set to begin November 8th. Ningbo residents are concerned authorities may be hiding information about the environmental effect of the expansion of China's largest oil refinery and an associated petrochemical plant operated by Sinopec. The center of the debate is over the production of the toxic chemical paraxylene, or PX, which can damage the central nervous system, liver and kidneys if inhaled in large amounts. Chronic exposure may even result in death. The chemical plant is already producing 500000 tons of PX per year. Authorities say the expansion has met the requirements of an environmental assessment, and will increase annual oil refining capacity by 15 million tons. Unprecedented Self-Immolations In Tibet

In a week of fiery protests against communist rule and suppression in Tibet, an unprecedented seven self-immolations occurred in since last Monday. On Thursday, Tsepo, aged 20, died from his injuries outside a government building in his home village of Nagrog Thampa, and his cousin Tenzin, 25,was taken away by government officials. No word has been heard from him since. London-based Free Tibet Director Stephanie Brigden says, quote, "It has taken two days for information about this latest protest to emerge. Tibetans in Driru County are being intimidated in both visible and invisible ways." By Sunday, another three had died, bringing the total to seven in the last week. According to Free Tibet website, Tibetans are fearful to speak about what is happening in their country, for fear that their phones and Internet are being monitored. Large numbers of Chinese security forces have spread across Driru county, and a reward has been offered for anyone informing on planned self-immolations. Hurricane Sandy Bears Down on Northeastern US

Hurricane Sandy is picking up strength as it moves up the east coast, with max sustained winds now reaching 90 mph. That's according to a National Hurricane Center advisory at 11 am Though the worst of the megastorm isn't supposed to hit New York City until after 4 pm, the city and the New Jersey coast have already seen some damage done. City Mayor Michael Bloomberg also ordered the mandatory evacuation of over 370000 people throughout the city, and all public schools are closed on Monday and Tuesday. New Jersey Transit, PATH, and Staten Island ferry services are also shut down.

Wen Jiabao's Family Hits Back at NY Times Report

It's a rare move to see from the family of a senior Communist Party leader. Close relatives of Chinese Premier Wen Jiabao are retaliating after a negative foreign media report. Last Friday, the New York Times published an article claiming Wen Jiabao's relatives control up to 2.7 billion dollars in assets and business interests—though it stopped short of accusing Wen of any wrongdoing himself. It appears Wen Jiabao is now hitting back. On Monday, the China's Foreign Spokesman Hong Lei confirmed rumored reports that Wen's family had hired lawyers to refute the allegations. Two lawyers from Beijing, Wang Weidong and Bai Tao, have issued a statement on behalf of the family, saying, quote, "the so-called hidden riches of Wen Jiabao's family members mentioned in the New York Times report do not exist." According to the lawyers' statement, Wen's family plans to further dispute other incorrect claims. They've also not ruled out taking legal action against the New York Times. The New York Times report comes amidst a sensitive period for Chinese leaders. It's not just the upcoming once-in-a-decade leadership transition next month. It also came on the same day that disgraced Chinese official Bo Xilai was expelled from the National People's Congress. Some analysts believe the Times was fed information or was influenced by Bo Xilai's supporters, out of desperation ahead of Bo's impending criminal trial.
