SHANGHAI - A massive radio telescope for use in space observation was unveiled Sunday at the foot of Sheshan Mountain in Shanghai.

The telescope will be used to track and collect data from satellites and space probes.

The newly-built radio telescope can pick up eight different frequency bands and also track Earth satellites, lunar exploration satellites and deep space probes, said Hong Xiaoyu, head of the Shanghai Astronomical Observatory.

"We hope that the new radio telescope will go into operation earlier so that we can use it to observe the unmanned lunar probe Chang'e-2," said Wu Weiren, chief designer of the lunar orbiter project.

The telescope will be used for Very Long Baseline Interferometry (VLBI), a type of astronomical interferometry used in radio astronomy, as it can collect accurate data and increase its angular resolution during astronomical observation.

China's VLBI system is made up of four telescopes in the cities of Shanghai, Beijing, Kunming, Urumqi, respectively, as well as a data center in Shanghai.

Radio telescopes differ from optical ones in that they use radio antennae to track and collect data from satellites and space probes. The first radio antenna used to identify astronomical radio sources was built by Karl Guthe Jansky, an engineer with Bell Telephone Laboratories, in the early 1930s.

BEIJING - The endeavors that the Communist Party of China (CPC) has made in the 91 years since it was founded and the Party's implementation of scientific development since the 16th CPC National Congress represent efforts that were made for the sake of the people.

In a time of profound change in China, the CPC's remarkable achievements have upgraded the nation's overall strength, as well as increased people's living standards.

History indicates that China will witness more development and enjoy prosperous times as long as it remains under the leadership of the CPC.

Tasks related to the strengthening of Party construction have become more urgent more than 30 years after the introduction of reform and opening-up policies, as administrative conditions and the structure of the Party have changed significantly since then.

Hu Jintao, general secretary of the CPC Central Committee, said in a speech delivered on July 23 that the CPC should have a sense of urgency and responsibility in tightening supervision and discipline, as well as strengthening Party construction.

In order to live up to new expectations and enhance trust between the Party and the people, the CPC must promote Party-building and constantly advance itself through new achievements.

To enhance trust, CPC organizations should strengthen Party-building ideologically by consolidating Party members' faith in the CPC and its cause. The working style of CPC organizations and members should be enhanced and more efforts should be made to take care of those in need.

Reforms regarding the selection of officials should be deepened to strengthen CPC organizations, with promotions given to officials who have proven to be capable and trustworthy.

Intra-Party democracy should be actively developed to improve the Party institutionally. Additionally, unswerving efforts should be made to combat corruption and ensure clean governance.

Strengthening Party-building in a constant way will help the CPC mature and enable it to lead China toward new achievements.

New policies support ailing solar industry

BEIJING - China is creating supportive measures to shore up its ailing photovoltaic (PV) industry, which has been rocked by recent US duties on Chinese exports over alleged dumping.

In the latest attempt, State Grid Corporation of China (SGCC), the country's largest state-owned utility company, announced a plan to allow small-scale distributed solar power generators to connect to its power lines.

Under the plan, SGCC will allow solar power generators with less than 6 megawatts of installed capacity to be connected to the grid.

SGCC will also provide technological assistance and waive charges associated with connecting to the grid, Wang Xiangqin, SGCC deputy chief economist, said.

The move will boost domestic demand and buoy the solar industry, which had heavily relied on overseas markets, analysts said.

Connecting distributed solar power to the national grid is a "crucial step" in removing obstacles that have contained the development of China's solar industry, said Shi Lishan, deputy director of the new and renewable energy department of the National Energy Administration (NEA).

Connecting to the national power grid has been difficult for many solar power companies, as there are numerous obstacles preventing them from easily doing so.

China's push for more renewable energy has created thorny integration issues for the operators of the country's bulk-power network because of a lack of control and variability in energy resources.

Distributed generation, however, will offer a solution.

Compared with centralized generation, which connects distant solar or wind facilities to customers, distributed generation will cause less damage to the grid and decrease transmission losses, said Lai Xiaokang from the China Electric Power Research Institute.

Chinese solar companies, which are facing punitive tariffs stemming from anti-dumping and anti-subsidy probes launched in both the US and Europe, are pleased to hear the news.

The new plan is an important move made by the central government to help the solar PV industry through its current hardship, said Tong Xingxue, president and chief operating officer of LDK Solar Co., a leading producer of solar wafers.

LDK Solar experienced a fiscal loss in the first quarter as a result of oversupply, price declines and waning overseas demand, as the European Union has cut subsidies for green energy. The European market consumed more than 60 percent of China's solar product exports last year.

To help expand the domestic market, NEA announced an initiative last month to develop distributed solar power plants on a larger scale, encouraging local governments to unveil new solar power projects.

The country vowed to increase its installed generation capacity for solar power to over 21 million kilowatts by 2015, according to a recently released white paper China's Energy Policy 2012.

Chinese governments and banks have also issued preferential policies for solar companies, such as issuing credit to build up plants and expand production.

JINAN - The Jiaodong Peninsula in East China's Shandong province is expected to become a world-class gold production base, a local gold producer said Sunday.

Leading domestic gold producer Shandong Gold Group Co., Ltd. announced in a statement that the company will build a gold production center, with an annual output of 100 tons, on the peninsula, which has gold reserves totaling 2,300 tons.

The company plans to increase its production volume over the next eight years, targeting an annual production value of more than 100 billion yuan ($16 billion).

The company will work to promote resources integration on the peninsula and enhance the province's fame for gold production, the company said.

BEIJING - China's marine surveillance vessels continued routine patrols and law enforcement activities Sunday in territorial waters around the Diaoyu Islands in the East China Sea, the State Oceanic Administration (SOA) said.

Four China Marine Surveillance ships spotted Japanese Coast Guard ships and other vessels and declared the Chinese government's stance on the Diaoyu Islands to the Japanese ships, the SOA said.

The Japanese ships were told to immediately leave China's territory.

The fleet also monitored the ships for the purpose of collecting evidence of infringement on China's sovereignty, the SOA said.

HOHHOT - The fourth Chinese intelligent vehicle challenger will kick off next Wednesday in Ongniod banner of North China's Inner Mongolia autonomous region.
