MAPUTO - A $725 million bridge under Mozambique-China cooperation was launched on Thursday by Mozambican President Armando Guebuza in the capital Maputo, with the project estimated to generate 2,000 jobs.

This was announced by the project authorities on Thursday in the presence of President Guebuza, who official launched the first stone that marks the kick off of the construction works.

Guebuza highlighted the importance of the bridge to the development of the districts that will also benefit the construction of roads of more than 200 km and the people from Katembe.

"After the conclusion of the construction works we will be linking the entire country from Rovuma (in the northern region of the country) to Maputo in the real sense. The project will boost economic activities of the districts that will benefit from the roads," the president said.

Hailing the bridge as part of the cooperation between the governments of Mozambique and China, the president urged his people to protect the project.

"When we build something we must take full responsibility of it and take good care of it because all of us will benefit from it," the president said.

The project will last 30 months and will be done by the Chinese Road and Bridge Corporation.

The bridge of 60 meters high and 3 km long involves the resettlement of 800 people.

WASHINGTON - The Japanese government's bid to "nationalize" the Diaoyu Islands had broken its consensus with China to shelve the territorial dispute, a US expert said Thursday.

"First of all, I think that Japan's actions have been key in explaining what China has done," said Kenneth Lieberthal, a senior fellow at the Brookings Institution who had been the senior director for Asia at the National Security Council in the Clinton administration.

Speaking at a symposium at the Washington-based think tank, he also admitted it was a "huge mistake" when US government officials made comments that suggested Washington did have a position on the dispute.

"I think that does us no good. And occasionally, some comments like that have come out," Lieberthal said. "I think that they are regrettable."

Authority calls for promoting cultural reform

BEIJING - A leading group of cultural system reform and on Friday called for accelerating China's cultural development to boost the country's soft power.

After a decade of exploration and practice since the 16th congress of the Communist Party of China (CPC), the country's reforms on cultural systems have reaped substantial fruits and resulted in remarkable achievements, according to a statement released after a meeting of the group.

The group was formed by several culture-related government departments and is under the leadership of the Communist Party of China Central Committee.

Liu Yunshan, head of the Publicity Department of the CPC Central Committee, and State Councilor Liu Yandong delivered speeches at the meeting.

Local governments have tackled difficulties in transforming for-profit cultural agencies into enterprises, establishing a cultural service system and law enforcement agencies for the cultural market and coming up with innovative ways to promote culture abroad, the statement said.

China Catering Expo opens in Macao

MACAO - The third China Catering Expo opened in Macao Friday, presenting delicacies from different regions to all visitors.

The three-day fair, occupying 35,000 square meters with about 1, 100 booths, attracted more than 200 restaurants and catering enterprises from 24 provinces in China and 25 Countries and regions. Top brands such as China Quanjude (Group) Co, Ltd., South Beauty Company Limited and global restaurant giant Yum! Brands, Inc., as well as other noted restaurants from the United States, France and Portugal were included.

The exhibition featured activities such as exhibition and negotiations, forum and conferences, business matching, fashion and gourmet shows, retail sale and lucky draws.

The expo was sponsored by the Ministry of Commerce (MOC) and the Secretariat for Economy and Finance of the Macao Special Administrative Region government. China Catering Expo used to be hold in Chengdu in 2005 and Xi'an in 2006.

Japan's Noda needs to reset his China policy

BEIJING - After being reelected as head of Japan's ruling Democratic Party Friday, Yoshihiko Noda is poised to fend off challenges to his prime ministership in the next general elections.

Amid all the election buzz, however, Noda must not lose sight of the need for an immediate China-policy overhaul to ease the tension his current policy has stoked up.

On September 10, Tokyo officially decided to "purchase" China's Diaoyu Islands despite repeated protests from Beijing, immediately causing a ripple effect that drove relations between Beijing and Tokyo to near freezing point, ignited demonstrations across China and put cultural exchanges to a stop.

Noda, who's government has orchestrated the whole farce, claimed to have handled the issue "from broad viewpoints," but instead he demonstrated a lack of historical perspective, among other blunders.

Sueddeutsche Zeitung, Germany's largest daily, said in an article Wednesday that Japan's willful neglect of its wartime crimes was the reason behind its repeated territorial rows with neighbors.

Having never faced up to its past atrocities, Tokyo consequently has a hard time comprehending that, to the Chinese people, the Diaoyu Islands are not just a issue of sovereignty but also a symbol that invokes the traumatic memories of the Japanese invasion, it said.

Against this backdrop, any rash moves regarding the islands are bound to provoke a furious response from China, as was demonstrated in the past week.

Moreover, Noda needs to leave the United States out of his calculations, and snap out of the dream of inviting Washington to intervene on the basis of the Japan-U.S. security treaty.

In response to Japan's provocative moves, China has stepped up its presence in the islands' surrounding waters to show its clear-cut determination to safeguard sovereignty.

On the other hand, the Chinese foreign ministry said Thursday that China had always insisted that issues concerning the Diaoyu Islands should be solved through dialogue and negotiation.

As a former finance minister, Noda should realize the magnitude of the issue, which has the potential to devastate the hard-won healthy relationship between the world's second and third largest economies, and create a flash-point in Northeast Asia.

Therefore it would be a better choice for Noda to back down from nationalist impulses and sketch out a new strategy that serves to benefit both sides in a year that marks the 40th anniversary of the normalization of China-Japan ties.

According to Japan's Kyodo news agency, Noda appeared on television Wednesday and floated the possibility of sending an envoy to Beijing to clear the air. Foreign Minister Koichiro Gemba also voiced his intention to maintain communications with China.

However, the statements are yet to be backed by concrete efforts from Tokyo that truly help to set bilateral relations back on the normal track.

It is quite clear that it is in the interest of all that Noda should reset his ailing China policy and embrace a responsible and rational approach for the greater good.
