Reading room available in every village

TIANJIN - China has completed a cultural project aimed at building at least one reading room for rural people in every administrative village in the country.

A conference was held Thursday in the north China city of Tianjin to mark the completion of the project.

As of the end of August, China had invested over 18 billion yuan ($2.84 billion) in the construction of 600,449 up-to-standard reading rooms in the country's rural areas, and a total of 940 million books, 540 million copies of newspapers and 120 million copies of audio and video products have been distributed to these reading rooms, according to a document issued at the conference.

Moreover, some of the reading rooms have been equipped with film projectors, the document said.

Li Changchun, a Standing Committee member of the Political Bureau of the Communist Party of China Central Committee, hailed the project's achievements in an instruction he wrote to the conference.

The farmers' reading room project serves the country's efforts to close the cultural gaps between urban and rural areas, provide the people with equal access to public cultural services and ensure rural people's basic cultural rights, Li said.

This project is also acting as an important platform for lifting the scientific and cultural literacy of people living in rural areas, Li said in the instruction.

The completion of the project also marks the accomplishment of a public service system in the press and publication industry that covers rural areas across the country, Li said.

Li also called for further management of, and better services at, these reading rooms.

The farmers' reading room project was first piloted in the country's western regions of Gansu and Guizhou in 2005, and was expanded on a national scale starting in 2007.

Japanese called on to help put ties back on track

BEIJING - China's top political advisor Jia Qinglin on Thursday called on all Japanese people to work with the Chinese side to return China-Japan ties to the track of sound development.

"I hope Japanese people from all walks of life will take the general situation of bilateral ties into consideration, overcome current difficulties and work with the Chinese side to put the ties back on a track of sound development," said Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), the country's top political advisory body.

Jia made the remarks during a meeting with Japanese people from various circles in Beijing.

The delegates, led by former Japanese Speaker of the House of Representatives and President of the Association for the Promotion of International Trade Yohei Kono, included Satsuki Eda, a senior lawmaker of the Democratic Party of Japan and former president of the House of Councillors, Koichi Kato, head of the Japan-China Friendship Association, Hiromasa Yonekura, chairman of the Japan Business Federation, former Foreign Minister Masahiko Komura and some other Japanese people from the political and cultural circles.

Jia said China-Japan relations have witnessed significant development since their normalization 40 years ago and have brought great interests to the two countries and peoples.

The hard-won situation should be cherished. Only when the two countries take history as a mirror, can they look forward to the future, he added.

Jia said this year's 40th anniversary of the normalization of ties should be an opportunity for better developing China-Japan relations. However, despite China's repeated solemn representations, Japan has insisted on "nationalizing" the Diaoyu Islands, putting relations with China into an unprecedented and severe situation.

He noted that Diaoyu Island and its affiliated islets have been China's inherent territory since ancient times. The historical facts and jurisprudential evidence for that are clear.

Japan's erroneous action has seriously infringed upon China's sovereignty, touched on the historical pain endured by the Chinese people and aroused their strong indignation and firm opposition, Jia said.

"Japan should realize the seriousness of the current situation, squarely face the disputes over the Diaoyu Islands and correct its mistake as soon as possible, so as to avoid further damaging China-Japan ties," Jia said.

Jia also spoke highly of Japanese group's history of making positive contributions to the improvement and progress of bilateral relations.

The Japanese delegates said bilateral relations with China are important for the two countries, Asia and the world as a whole. They have been concerned with, and endeavored for, the development of the two countries' friendship for a long time, and they find the current situation deplorable.

The delegates also vowed to continue to play an active role in the development of Japan-China relations.

College to compensate families of slain students

The families of three female students killed in their college building in Henan are expected to get 500,000 yuan ($79,300) in compensation each, Beijing News reported on Thursday.

Early on the morning of Sept 25, a man broke into the students' dormitory at Henan Polytechnic College in Zhengzhou and killed the three students.

Another female student was seriously injured and is now out of danger after undergoing surgery, according to her classmates.

A 21-year-old man named Zhang has been arrested in connection with the case.

Wanda to open 20 plazas next year

Dalian Wanda Group, China's largest commercial property developer, will open no fewer than 20 shopping malls and 15 hotels each year after 2014, group chairman Wang Jianlin said on Thursday.

Wanda opened 18 plazas and 12 five-star hotels this year and plans to open 20 plazas and 17 hotels next year, Wang said.

By the end of 2012, there will be around 70 Wanda plazas open to business around the country.

China's economic slowdown, however, has affected people's consumption, according to Wang.

The average growth rate of passenger traffic to Wanda plazas, Wang said, will be single-digit this year, compared with double-digit growth before 2012.

The average spending by individuals in the plazas is also falling, indicating that either consumers' spending capacity or willingness to spend is fading.

In addition, many multinational chain stores changed their plans to open new stores in China, according to Wang, who added that "China's consumption market encountered a challenge this year."

Watchdog moves to encourage cash dividends

China's securities watchdog is working on measures to reduce the cost of issuing cash dividends for listed companies.

A senior official from the China Securities Regulatory Commission (CSRC) said on Thursday afternoon that the commission is making adjustments to current taxation policies to reduce the taxation costs for securities firms and listed companies. At present listed companies are taxed on dividends.

The CSRC's measures are intended to encourage the issuing of dividends and increase returns for investors. In 2011, 1,386 domestic China stocks offered cash dividends of 39 billion yuan. They constituted 57.1 percent of the total 2,428 domestic stocks. Dividends paid out were 29 percent more than in 2010.
