China offers climate change programs

BEIJING - China will offer training programs on climate change to 1,000 officials and technicians from developing countries from 2012 to 2014, a Chinese official said here Thursday.

The move aims to help other developing countries combat climate change and enhance their capabilities for sustainable development, Xie Zhenhua, deputy director of China's National Development and Reform Commission (NDRC), said at the closing ceremony of a seminar on climate change and environmentally-friendly, low-carbon development.

China has also started a three-year program that offers low-carbon and energy-saving products to small island nations, African countries and the world's least-developed countries between 2011 and 2013, according to Xie.

Although China still faces many challenges such as economic development and poverty reduction, the country will continue to provide other developing countries with assistance and support in coping with climate change within its available resources, said Xie.

"China will further increase south-south cooperation," he said, noting that the NDRC has signed memoranda of understanding with its counterparts in Nigeria, Grenada and Ethiopia, and that relevant work has already started.

China will focus on cooperation on infrastructure construction and technical promotions for climate change adaptation, as well as the promotion and development of energy-saving and renewable energy products, he added.

Wen calls for mutual trust with India

RIO DE JANEIRO - Chinese Premier Wen Jiabao said here Wednesday that China and India should enhance political and strategic mutual trust so as to advance bilateral ties on the right track.

Wen made the appeal during a meeting with his Indian counterpart Manmohan Singh on the sidelines of the UN Conference on Sustainable Development, known as the Rio+20 summit, which started here Wednesday afternoon.

Noting that the two neighbors are both large developing countries, Wen said, "the rapid development of both countries and the steady improvement of their relations have brought huge changes to the world."

In the last decade, he said, China and India established and developed a strategic and cooperative partnership, formulated several important dialogue mechanisms and maintained peace in the border region.

He also lauded the rapidly growing Chinese-Indian trade, the increasingly frequent people-to-people exchanges and the joint efforts in safeguarding the interests of developing countries on major international issues.

"Under the current complex global and regional circumstances, China and India face mutual challenges and opportunities," Wen said, adding that deepening their strategic and cooperative partnership serves the fundamental interests of both countries and the world at large.

The two sides, he said, need to further consolidate their political and strategic mutual trust and make sure that their relations will move forward on the right track.

Meanwhile, Wen proposed that the two neighbors further promote pragmatic cooperation and two-way investment and carry out more exchange programs between the two countries' youth and media among others.

They should also continue to settle border issues and maintain peace and stability in the borderlands, and enhance coordination on global and regional affairs to make new contributions to world prosperity, stability and sustainable development, he added.

For his part, Singh said India attaches great importance to its relationship with China and regards it as an important component of India's modernization strategy and a pillar of world peace and stability.

India is willing to work with China to strengthen strategic communication and coordination, maintain peace on the frontier and promote economic and trade cooperation, he added.

India, he said, will neither allow anyone to stage anti-China activities in its territory nor join any scheme to contain or besiege China.

No beatings behind inmate death

KUNMING - Investigations found that an inmate who died late last week in Southwest China's Yunnan province was not beaten or otherwise maltreated, local authorities said Thursday.

Shu Shubing, a villager in Zhanyi county serving a one-year sentence at a detention center since March, died early Sunday morning after medical treatment failed to save him from an illness, the county government said in a statement.

On-duty police officers received the report of Shu's condition at 11:14 pm Saturday. They immediately sent the 25-year-old to the county people's hospital where he died one hour later, the statement said.

The authorities' response came after microblog posts alleged that Shu died from overexcitement after watching the 2012 UEFA European Football Championship.

Autopsy results showed that Shu suffered no beatings, maltreatment or poisoning, according to the statement.

The public has been highly suspicious of any deaths at detention centers after the infamous "hide-and-seek" case in Yunnan in February 2009.

In the case, a detention center had previously claimed that inmate Li Qiaoming, 24, had died while "playing the game." However, public outcry forced the government to launch an investigation, which concluded that Li had been beaten to death by three other inmates.

Authority warns against fraudulent websites

BEIJING - China's National Bureau of Corruption Prevention (NBCP), the national anti-graft authority, on Thursday issued warnings against fraudulent websites engaged in illegal activities in the name of the NBCP.

The NBCP, directly sponsored by the State Council, China's Cabinet, has only one official website, www.nbcp.gov.cn, and hasn't set up any local branches or issued work licenses to personnel with any fraudulent agencies, the bureau said in a statement.

Some websites have recently claimed to serve national anti-corruption agencies, leading people to wrongly believe the websites were associated with the NBCP.

"These websites have disturbed the NBCP's normal working order, " the statement said.

The NBCP has no relation to any of these websites or relevant organizations, and it reserves the right to resort to judicial means to punish those conducting fraudulent activities in the name of the NBCP, according to the statement.

Chinese authorities have closed 89 websites for fraudulent activities in the name of government organs or charity groups since March this year, according to figures from the State Internet Information Office (SIIO).

Some operators of these websites fabricated negative news stories and threatened to post them online if the organizations or individuals targeted didn't pay hush money, according to the SIIO.
