Argentina buys trains from CSR

Argentina bought 409 rail cars that will make up 55 train formations from the State-owed China South Locomotive and Rolling Stock Corp Ltd, one of the country's two leading train makers, according to an e-mailed statement from the Embassy of Argentina sent on Monday.

The trains will be used to replace equipment running on two suburban lines in the South American country's capital of Buenos Aires.

The value of the purchase was $514 million, with a 30 percent down payment, another 60 percent during the supply of the rail cars and the final 10 percent installment on delivery of the last unit. The purchase will not receive financing.

Policies to support finance-technology integration

China's financial regulators are strengthening communication with the Ministry of Science and Technology, in an effort to boost innovation and provide financial support to emerging industries.

The ministries are drafting a "national science and technology finance strategy", which will include a joint session among the ministries, a supporting policy system, and pilot programs.

The Ministry of Science and Technology and regulators of the securities, banking, and insurance sectors are studying ways to improve their strategy.

"A major task for this year is to advance the pilot programs, and improve the communication mechanism among ministries, so as to create a favorable environment for the integration of finance and technology," a source from the technology ministry was quoted by Economic Information as saying.

Financial regulators will separately issue policies to support technical innovation, it said.

In areas such as Beijing, Jiangsu and Guangdong province, banks have launched innovative services targeting smaller businesses.

Securities and insurance regulators are also readying supportive policies for smaller businesses and emerging industries.

Meanwhile, there will also be tax preference and fiscal support policies for these industries, according to the State Administration of Tax and Ministry of Finance.

17% of fireworks substandard: authorities

About 17 percent of the fireworks and firecrackers being sold ahead of the Lunar New Year fail to meet quality standards, the quality watchdog said on Monday.

The General Administration of Quality Supervision, Inspection and Quarantine said in a news conference that it sampled 300 batches of products made by 201 companies in 10 provinces and autonomous regions recently.

About 50 batches made by 43 companies failed to meet quality standards.

Problems with igniter fuses, labels and body thickness were found in the substandard products, it said.

Fireworks and firecrackers are hot sellers during the holidays around China's Spring Festival, which falls on Feb 10 this year.

The administration urged consumers to buy fireworks and firecrackers from certified stores to avoid substandard products.

An illegal warehouse for fireworks in Xingtang county, Hebei province, exploded on Jan 18, killing three people, Xinhua News Agency reported.

China's demographic dividend disappearing

BEIJING - China's demographic dividend has been disappearing since 2012, which will have significant impact on economic growth, the People's Daily quoted an expert as saying in a Monday report.

"We should be psychologically and politically prepared for the situation," said Professor Cai Fang, a demographer and director of the Institute of Population and Labor Economics of the Chinese Academy of Social Sciences, in an interview with the People's Daily, the flagship newspaper of the Communist Party of China (CPC).

His remarks came following the first decrease in the size of China's labor force since the country's reform and opening-up drive began in the late 1970s.

Data released by the National Bureau of Statistics (NBS) on January 18 showed that the number of laborers between the ages of 15 and 59  decreased by 3.45 million year on year in 2012, marking the first "absolute decrease" in China's labor force.

Ma Jiantang, director of the NBS, said at a recent press conference that the situation calls for much attention.

The demographic dividend is a window of opportunity in the development of a society or a nation that opens up as fertility rates decline, with faster rates of economic growth and human development becoming possible when combined with effective policies and markets.

A report from the China Development Research Foundation also stated that the country's labor force will decrease by about 29 million over the current decade.

Cai said the disappearing demographic dividend will bring great changes in terms of China's economic growth.

"Potential growth rates are decided by the input of the labor force, capital and improved production rates. The disappearing demographic dividend will significantly affect these three factors," Cai said.

Cai said China's future economic growth will decelerate due to the disappearance of the demographic dividend.

"Facing the disappearance, we can increase the rate of labor participation and the production rate," he said.

As to whether the country should adjust its controversial family planning policy or one-child policy to alleviate the impact, Cai said different families have different expectations and the government should begin to properly adjust population policies from a people-oriented perspective.

"As far as I'm concerned, any adjustment should include being open to a two-child policy," Cai said.

China hopes for no more Huangyan conflicts

BEIJING - The current situation around the Huangyan Islands has remained stable and China hopes there are no more conflicts concerning the issue.

Hong's remarks came at a routine press conference after reports quoted Philippine President Benigno S. Aquino III as saying that he could not allow China to claim effective control over the Huangyan Islands, as doing so could encourage China to continue to move into the resource-rich Liyue Tan, also known as the Reed Bank.

"The Huangyan Islands are an indisputable part of Chinese territory," Hong said, noting that the issues concerning the islands last year were caused by Philippine military vessels harassing Chinese fishermen and fishing boats.

Hong also stressed that China has a clear stance on the Liyue Tan, which is a part of the Nansha archipelago in the South China Sea.

"China has undisputed sovereignty over the Nansha Islands and neighboring sea," Hong reiterated, calling on the two sides to resolve the disputes via bilateral negotiation and consultation, which, according to Hong, all parties have unanimously agreed upon.

Philippine Foreign Secretary Albert del Rosario said Tuesday that the Philippine government has taken the South China Sea disputes to an Arbitral Tribunal under the United Nations Convention on the Law of the Sea (UNCLOS).

The government in Tianjin pledged on Saturday to set up 80 nursing centers in 2013 to provide daytime care for senior residents.

The promise was made at the opening ceremony of the Tianjin People's Congress.

Huang Xingguo, mayor of the municipality, said the government will invest in another 5,000 beds to meet the rising demand of seniors. The extra beds will mean there will be 42,000 beds for seniors in nursing homes in Tianjin and ninety percent of elderly people will be able to access a home-delivered meal service offered by communities.

The boost in bed numbers is part of the efforts of the Tianjin government to improve living standards. Huang said the government will also increase recreational facilities and promote equal access to education.

More recreational facilities will be built to enrich people's leisure time activities, such as e-reading rooms, book bars, staff libraries and suburban cinemas.

Residents will also be able to watch more dramas and listen to lectures about music appreciation.

Kindergartens will be expanded to admit more children for preschool education. Kindergarten teachers will also receive training to improve their teaching techniques.

Discounted car rental services available

As an alternative to railway and airline transportation, Jiaduobao Group and eHi Car Service are offering 2,000 free and discounted rental cars for netizens around the country during the Spring Festival travel period.

More than 80 types of cars are available for rent, with original prices ranging from 50 yuan ($7.94) to 300 yuan per day.

The promotion offers discount coupons to applicants who register on the Jiaduobao website or follow its Weibo account and wait for a lottery draw. The deadline for applications is Feb 8.

Wang Yuegui, a manager with Jiaduobao, said the campaign will start a new way to travel, alleviate pressure on public transportation and encourage the use of environmentally friendly cars.
