More than 1,000 multinational companies had set up offices in Shanghai by the end of 2012.

Figures from the Shanghai Municipal Commission of Commerce show that 83 percent of these multinationals are US, European and Japanese companies and 82 of them are Fortune 500 firms.

Among the multinationals, 265 are investment companies. A total of 403 multinationals have set their regional headquarters in Shanghai, 95 percent of them serving as both China headquarters and Asia-Pacific headquarters.

The city saw 25 investment companies set home there last year.

BP, Hewlett-Packard and the Kubota Corporation have all moved their regional headquarters to Shanghai.

As economies in Europe and the United States stagnate, Shanghai attracted more than $22.3 billion in foreign investment in 2012, up 11.1 percent year-on-year.

China imposes anti-dumping duty on US chemicals

China's Ministry of Commerce imposed anti-dumping duties ranging from 9.3 percent to 18.8 percent on Friday on chemicals imported from the United States and the European Union, said a statement on the website of the ministry.

The chemicals are ethylene glycol monobutyl ether and diethylene glycol monobutyl ether, which are mainly used as solvents for paint, nitrocellulose, synthetic resin, enamel, grease and paint deleting reagents.

The ministry found that the dumping of these products injured domestic industries and will start the five-year anti-dumping duties from Jan 28, 2013.

The investigation was launched on Nov 18, 2011, with a preliminary ruling on July 27, 2012.

BOC's Taipei branch to conduct yuan business

The central bank on Friday said it signed an agreement with Bank of China's Taipei Branch to establish the branch as the yuan-clearing bank in Taiwan.

"Financial institutions across the Straits can choose to process yuan-denominated cross-border settlements through an agent bank or the clearing bank," the People's Bank of China said in a statement posted on its website.

Taiwan's central bank also on Friday announced rules for Taiwan's yuan business for domestic banking units, which sets the daily conversion limit for individuals at 20,000 yuan ($3,184).

Taiwan residents will be allowed to remit up to 80,000 yuan onshore daily, limited to current account transactions, and banks will be able to lend to individuals and local companies.

The local yuan business is expected to kick off around the Chinese New Year in early February, despite the fact that the central banks of the mainland and Taiwan have not signed a bilateral currency-swap agreement yet.

"Our recent client visits indicate that Taiwan's corporate and individual investors have a strong appetite for expanding their yuan positions given the low yield of the local currency," said the Australia and New Zealand Banking Group on Friday in a report.

ANZ added that the opening of the Taiwan market may tighten the overall liquidity of the yuan offshore market in Hong Kong in the short term, but the presence of a clearing bank in Taipei will provide access to onshore yuan through trade-related payments and settlements, easing the overall offshore market liquidity in the medium-term.

The plenary meeting of the First Session of the 12th Beijing Committee of the Chinese People's Political Consultative Conference ended on Friday, and Ji Lin was elected head of the capital's top political advisory body.

Ji, born in 1962, was deputy mayor of Beijing. Originally from Shanghai, he graduated from Renmin University of China and majored in criminal law.

By 8 pm on Wednesday, the session, which began on Jan 21, had received 1,082 proposals. The major issues of this session involved the city's traffic development and environmental protection.

The main proposals focused on building a long-term system to fight air pollution, improving the water quality and working toward environmentally friendly trash disposal.

There were also suggestions targeting the city's heavy traffic congestion, including solutions involving science, perfecting the public transportation network and better management of taxi service.

Guangdong growth leads nation at 10.2%

Guangdong province, an economic powerhouse in South China, leads the nation in economy, with its gross regional product increasing by 10.2 percent year-on-year to reach 5.7 trillion yuan ($917 billion) in 2012, according to a government work report.

Zhu Xiaodan, governor of Guangdong, said in the report that the growth was stimulated by a series of preferential policies to boost domestic consumption and foreign trade amid the global economic downturn.

Domestic consumption accounted for 89 percent of the economic value last year, Zhu said.

According to the report, Guangdong's import and export value grew 9.2 percent year-on-year to reach $983.8 billion last year.

At the opening of the annual session of the local legislature on Friday in Guangzhou, the provincial capital, Zhu said the province has set an economic growth target of 8 percent in 2013.

Shanghai Disneyland to feature production center

Shanghai Disneyland will feature a production center, which will showcase some of the technical and creative wizardry, which will be used at the site, the company said on Friday.

The first of its type in Asia, and scheduled to be open by the second quarter of 2013, the center will become the "heart" of show production for Shanghai Disneyland, the company said, highlighting the park's most complex technology before it is permanently installed within the theme park, the company said.

The 3.9-sq-km Shanghai Disney resort will be the world's sixth Disney amusement park and the first one on the Chinese mainland.

Total investment is expected to hit 24.5 billion yuan ($3.84 billion) on the park and 4.5 billion yuan on hotels and accompanying retail, dining and entertainment facilities.

Xi hailed Yamaguchi's visit to China at a time when the bilateral ties are faced with a "special situation", and he said Beijing's stance on stressing the development of China-Japan ties "has not changed".

Bilateral trade and diplomacy were badly affected in September after the Japanese government illegally "purchased" part of the Diaoyu Islands.

The Japanese side should respect Chinese people's feelings and appropriately handle historical issues, Xi said.

Tokyo is urged to face up to history and reality, take tangible moves and work with Beijing to find a feasible solution through dialogue and reconciliation.

Yamaguchi said his party, as a leg of Japan's ruling coalition, will follow and further uphold its tradition of seeking Japan-China friendship, boost bilateral exchanges and cooperation.

The pacifist party leader said his party will push for a resolution through dialogue.

The four key bilateral political documents are the "ballasts" of China-Japan ties and need to be followed, Xi said. "Under the new circumstances, we should follow the leaders of the older generation and show national responsibility, political wisdom and historical undertaking," Xi said.

Xi expected the New Komeito party to continue its constructive contribution to the China-Japan ties.

Yamaguchi brought a handwritten letter from Japanese Prime Minister Shinzo Abe and handed it to Xi during the Friday meeting. Abe said in the letter that the Japan-China ties is one of Japan's most important bilateral relationships, and both countries share a duty to maintain peace and development in the Asia-Pacific region and the world.

Abe vowed to act in consideration of the big picture and boost Japan-China's strategic, mutually beneficial relationship.

Tibet aims to double incoming tourists

LHASA - Tibet will strive to lift its number of incoming tourists to 20 million by 2015, nearly doubling the figure recorded last year, said the regional government chairman on Thursday.

Padma Choling set the tourist growth target when delivering the government work report at the opening of the first session of the 10th Tibet regional People's Congress.

Tourism has become one of the leading economic growth engines for the plateau autonomous region, which hosted 11 million tourists last year with revenue from the tourism sector topping 13.2 billion yuan ($2.12 billion), he said.

Dawa Yu, director of the Tibet Tourism Bureau, said Tibet's tourism industry is growing fast, with 70 class-A national scenic spots as well as 211 starred hotels by the end of 2012.

He said Tibetan herdsmen and farmers have benefitted from the development of tourism.

"By the end of 2012, there were 48,120 farmers employed in tourism-related sectors, with averaged per-capita income of 6,118 yuan," according to the local tourism chief.

Three national parks were opened in the region last year, adding to existing attractions like the Potala Palace.

China's Xi meets Japanese ruling party leader

BEIJING - Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, met with Natsuo Yamaguchi, leader of the New Komeito party Friday morning in Beijing.

Yamaguchi, who arrived in Beijing on Tuesday, is the first senior member of the Japanese ruling bloc to travel to China since the Japanese government announced in September the "purchase" of part of the Diaoyu Islands, a move that soured bilateral relations.

The New Komeito party is the smaller one of Japan's two ruling parties.
