BEIJING - Chinese authorities have added extra travel contingencies to ensure the smooth kick-off on Saturday of the world's largest annual migration.

With 3.41 billion trips expected to be made over the next 40 days' peak travel season, railway authorities arranged 358 more passenger trains on Saturday to start handling the estimated 5.2 million daily trips made by homesick passengers for Spring Festival, said Zhao Chunlei, an official with the Ministry of Railways.

The ministry has thoroughly checked the newly introduced trains and made emergency-response plans to guarantee rail safety, Zhao added.

The ministry's move is only part of efforts by central authorities, which have also geared up the country's road and shipping networks to cope with booming passenger numbers.

He Jianzhong, a spokesman for the Ministry of Transport, said that 840,000 coaches will participate in the nationwide transportation and 13,000 ships have also been arranged to carry up to 700,000 per day.

China's airlines adopted a similar approach by increasing the combined transport capacity to handle 35.5 million journeys, up 4.9 percent from the same period last year.

During the 40-day period, the country's rail network is expected to handle 225 million trips, while long-distance buses will see up to 3.1 billion passengers. The combined figure accounts for 99 percent of the overall national capacity.

Spring Festival, the most important Chinese holiday for family reunions, falls on February 10 this year, making the holiday travel period span from January 26 to March 6.

BEIJING - More than 70,000 police were deployed to train stations across China to manage orders and ensure travelers' safety on Saturday, when the nation begins the biggest annual migration on earth.

They will carry out all-day patrols in squares, waiting rooms and ticket lobbies, platforms and trains to leave no room for "dangerous things," according to the railway police authorities under the Ministry of Public Security.

The authorities said they also sent 96 teams to focus on smashing crimes including pick-pocketing and bag-snatching.

Chinese tend to return home to get together with their family members to celebrate the Chinese Lunar New Year, or Spring Festival, which falls on February 10 this year.

During the 40-day period from Saturday to March 6, Chinese people are expected to make more than 220 million journeys by rail.

Another 3.2 billion journeys are expected by highways, water and air.

Two Tibetans tried over self-immolations

Posted: 26 Jan 2013 04:36 AM PST

ABA, Sichuan - Two ethnic Tibetans stood trial Saturday in a court in Southwest China's Sichuan province over the case of eight people incited to self-immolate, three of them fatally.

Forty-year-old Lorang Konchok and his 31-year-old nephew, Lorang Tsering, were accused of intentional homicide, according to a statement issued by the Intermediate People's Court of the Tibetan-Qiang Autonomous Prefecture of Aba.

The Aba Prefectural People's Procuratorate instituted a public prosecution against the two suspects on December 31.

They were arrested on August 13 and 15 last year after a series of self-immolations took place in Aba.

According to the statement, Lorang Konchok had long-term and close contact with Samtan and other key figures of a media liaison team -- a "Tibet independence" organization of the Dalai clique.

Instructed by Samtan, the prosecution alleges, Lorang Konchok collected and sent information about self-immolation to overseas contacts after 2009. He is suspected of inciting the self-immolations of local Tibetans Tsedrup and Tsenam, who died on March 16 and 28, respectively, in 2012.

It is alleged that on August 9, 2012, when Lorang Tsering noticed that Jokba, 19, a herdsman from Aba, had a desire to self-immolate, Tsering put Jokba in contact with Lorang Konchok and told Konchok about Jokba's intentions.

To strengthen Jokba's desire, according to prosecutors, Lorang Konchok recorded Jokba's information, took pictures for Jokba with his mobile phone and promised to spread news of the self-immolation deeds overseas as well as convey Jokba's last words to family members. Jokba self-immolated and died the following day.

According to the statement, the two suspects had also encouraged another five people to self-immolate, efforts which eventually failed due to the people giving themselves up or interventions by the police.

Prosecutors allege that Lorang Konchok began sending self-immolation information on the three deceased to foreign countries in 2012.

Xinjiang vows counter-terrorism strike

Posted: 26 Jan 2013 04:36 AM PST

URUMQI - Northwest China's Xinjiang on Saturday showcased its double-digit economic growth but also vowed to take preemptive action against separatists to maintain social stability.

An upcoming release of key figures on the development of Xinjiang Uygur autonomous region in 2012 is expected to show that the area's GPD grew by 12 percent year on year and its registered urban unemployment rate stayed below 3.4 percent, said Nur Bekri, chairman of the Xinjiang regional government.

"The disposable income of Xinjiang's urban residents is expected to have grown by 17 percent to reach over 18,000 yuan (around $2,800) in 2012 while the growth in total income for their rural counterparts is forecast to stand at 18.4 percent to reach over 6,400 yuan," the official told the opening session of Xinjiang's People's Congress, the regional legislature.

He also said the autonomous region aims to double the per capita income of its urban and rural residents by 2015 on the basis of the 2010 level.

"We will strive to accelerate the socioeconomic development of Xinjiang, especially its southern part," said Nur Bekri as he delivered a government work report in the Uygur language.

Southern Xinjiang is densely populated by people of China's minority ethnic groups, mainly the Uygur.

Nur Bekri said that the government's work over the past year was focused on achieving Xinjiang's leapfrog development and lasting stability, two "historic tasks" mapped out in 2010, by a high-level national central work conference.

The conference came one year after Xinjiang's most deadly unrest in decades, saw 197 people killed and about 1,700 others injured in the regional capital of Urumqi.

Authorities blamed separatists and extremists for inciting the violence in the autonomous region, which is vulnerable to unrest and terrorist threats. Many believed that poverty and income disparity were also causes.

Nur Bekri told the congress' gathering of over 500 delegates, over 43 percent of whom are Uygur people, that work to maintain Xinjiang's stability was carried out on a regular, scientific and legal basis last year.

"People's sense of safety and satisfaction have been further enhanced," he said.

However, the battle against the separatists is still severe, complicated and chronic, warned the leader of Xinjiang, which covers one-sixth of China's landmass but still lags behind economically.

Nur Bekri vowed at the session to nip terrorist activity in the bud.

"We will annihilate the violent and terrorist activities while they are still being planned and before they are put into action," he said.

The agenda for the six-day session of the Congress includes the election of a new chairman of the regional government and the approval of the government work report.
